🏛️ Social Contributions
Main social security contribution for pension, sickness, unemployment, parental leave. Base: full gross salary. No cap on contributions (unlike Spain). Employee 11% + employer 23.75% = total 34.75% on wages.
Self-employed (trabalhadores independentes) pay 21.4% on their relevant income base (rendimento relevante = 70% of invoiced services × 1/3 of annual income). Minimum: ~€20.40/month. 12-month exemption for new self-employed in Portugal.
Members of regulated professions (doctors, lawyers, engineers, accountants) pay a reduced rate (10% employee + 10% employer equivalent contribution) through their professional order instead of the standard Segurança Social regime.
Employer-only fund that forms part of employees' severance entitlement. Guarantees part of compensation (23.1%) in case of collective dismissal or company insolvency.
🛒 VAT Rates
Madeira and Azores have reduced IVA rates: Madeira standard 22%, reduced 5%; Azores standard 18%, reduced 4%. IVA is called "IVA" (Imposto sobre o Valor Acrescentado). Restaurant meals and hotels: 6% reduced rate applies.

🌍 Special Expat Tax Rules
IFICI (Incentivo Fiscal à Investigação Científica e Inovação) — formerly NHR (Residente Não Habitual). From 1 January 2024 the original NHR regime was replaced by IFICI (Decreto-Lei 21/2024). IFICI provides a flat 20% IRS rate on Portuguese-sourced income and 10% on foreign-sourced income for new tax residents for a 10-year period (non-renewable). Qualifying professions include: scientific researchers, technology and IT professionals, highly qualified roles in strategic sectors (manufacturing, tourism, agriculture, R&D), startup workers, and some investment managers. Non-qualifying income from foreign sources (pensions, dividends, rental abroad) may still benefit from partial exemption or flat 10% rate. Transition: those who registered under NHR before 1 January 2024 continue under NHR terms for their 10-year period. New IFICI applications require registration with AT (Autoridade Tributária) within deadlines. Portugal also has a Flat-Rate Non-Habitual Resident pension option (10% on foreign pensions) for those qualifying — note this was the most controversial element of NHR (previously 0%) and changed in 2024.
