Benefits, contributions, and how the system works for expats.
Jamaica's social security system centres on the National Insurance Scheme (NIS), administered by the Ministry of Labour and Social Security. NIS is mandatory for all employed persons in Jamaica, Jamaican and foreign alike (non-CARICOM foreign workers on permits are also enrolled). The NIS provides benefits for sickness, maternity, invalidity, retirement and survivors. Separately, the National Housing Trust (NHT) provides housing finance support and the Human Employment and Resource Training (HEART) Fund provides vocational training. The Programme of Advancement Through Health and Education (PATH) is Jamaica's main social assistance programme for low-income households.

Employers automatically register employees with the NIS upon commencement of employment. Employees should receive their NIS card or NIS number on joining. Self-employed individuals must register directly at any NIS office (Ministry of Labour and Social Security) with their TRN, passport, birth certificate and proof of address.

Cash benefit for incapacity due to illness or injury while employed. Replaces part of lost income during illness.
Must have at least 13 NIS contributions in the last 26 weeks before the claim period. Incapacity must be certified by a medical doctor.
Complete NIS sickness claim form at any NIS office. Submit with medical certificate and employer's confirmation of absence. Must be filed within 3 months of sickness onset.

Cash benefit for female employees during maternity leave.
Female employees with at least 26 NIS contributions in the last 52 weeks before the expected date of confinement.
Apply at any NIS office with maternity leave certificate, medical certificate and NIS number. Apply at least 6 weeks before expected delivery.

Long-term benefit for persons permanently incapable of work due to illness or injury.
Must have been incapacitated for at least 26 weeks and be unlikely to recover to work capacity. Contribution requirements apply.
Apply through an NIS office with medical evidence of permanent incapacity.
NIS Retirement Pension
NIS Retirement Pension
Monthly retirement benefit upon reaching retirement age with sufficient contributions.
Retirement age: 65 for men; 65 for women (equalised from previous different ages). Minimum 156 contributions (3 years equivalent). Maximum benefit requires 500+ contributions (approximately 10 years).
Apply at any NIS office 6 months before retirement with NIS card, TRN, birth certificate, bank account details and completed application form.
NIS Survivors Benefit

Benefit paid to dependants of a deceased NIS contributor.
Dependants of a deceased NIS contributor who had sufficient contributions. Includes spouse, children and certain other dependants.
Apply at any NIS office with death certificate, proof of relationship and NIS card of the deceased.
NHT Housing Benefit
National Housing Trust (NHT) Loan
Subsidised housing loan for NHT contributors to purchase, build or repair a home.
Must have at least 52 NHT contributions. First-time buyers get priority. Property must be in Jamaica. Income thresholds apply.
Apply at NHT office or nht.gov.jm with TRN, NIS number, proof of income, property documents and completed forms.
Contribution Overview
NIS: Employee 3% + Employer 3% of insurable earnings. NHT: Employee 2% + Employer 3% of gross income. Education Tax: Employee 2.25% + Employer 3.5% of gross income. HEART: Employer only 3% of gross payroll. All deductions are made from payroll by the employer and remitted monthly to the respective agencies. Self-employed contribute NIS and NHT on their self-assessed income.
International Social Security Agreements
Jamaica has limited totalization (social security) agreements. Check with the Ministry of Labour and Social Security for current bilateral agreements with your home country. If no agreement exists, expat workers may accumulate NIS contributions that are insufficient to reach benefit thresholds and may not transfer to their home-country system.
Expats on work permits contribute to NIS, NHT and Education Tax from day one of employment — these are mandatory. NHT contributions may be refunded on permanent departure if not used for housing. NIS pension entitlement requires minimum 156 contributions (approximately 3 years of regular employment). Always verify current contribution rates and ceilings with TAJ and the respective agencies, as rates are periodically reviewed.
