Eligibility
Foreign nationals who have held a valid Moldovan temporary residence permit continuously for 5 years, with no absence exceeding 6 consecutive months or 10 months total during the 5-year period. Must have a clean criminal record in Moldova and proof of sufficient ongoing income.

Permanent residents have the right to live and work in Moldova without annual renewal. They can sponsor family reunification. They are not entitled to vote in national elections. Permanent residency resets the timeline for citizenship — naturalisation requires 10 years from original legal arrival, not from permanent residency.

Eligibility
Foreign nationals who have resided legally in Moldova for 10 consecutive years (counting from the date of first legal entry and continuous residence). Shorter qualifying period of 3 years for: persons of Moldovan origin or with Moldovan-origin parents/grandparents. Marriage to a Moldovan citizen does not create an automatic right to naturalisation but reduces the waiting period.

Moldovan citizenship grants the right to apply for a Romanian passport (Romania and Moldova share historical and ethnic ties; many Moldovans qualify for Romanian citizenship separately — see below). With EU accession ongoing, Moldovan citizenship will eventually confer EU citizenship rights. Processing time for naturalisation: 12–24 months. Decision by Presidential Decree.

Romanian Citizenship for Moldovans and Expats
Eligibility
Any person who can prove direct descent from a Romanian citizen (parent, grandparent, great-grandparent who held Romanian citizenship before 1940 or within Romanian historical territories). This includes most ethnic Moldovans. Expats married to Romanians or Moldovans who qualify may also have a pathway. This is a separate process from Moldovan citizenship and provides direct EU citizenship.

EU Accession Context
Eligibility
Moldova is an EU candidate country. EU candidate status was formally granted in June 2024 alongside Ukraine, and accession negotiations were opened in June 2024. Screening of Moldova's alignment with the EU acquis communautaire was completed in September 2025. The government's target is EU accession around 2028, though timelines remain subject to the pace of reforms. When Moldova joins the EU, Moldovan citizenship will automatically confer EU citizenship rights.

Moldova's Citizenship by Investment (CBI) programme was permanently repealed in September 2020 — legal provisions were removed, not merely suspended. This closure was required as a condition of EU accession progress. The programme is not expected to be reinstated. Naturalisations through the standard residence route remain available.

Dual citizenship is allowed — Moldova officially permits dual (and multiple) citizenship as of 2003 legislative changes. Moldovan citizens may hold citizenship of any other country without losing Moldovan citizenship. Naturalising as a Moldovan citizen does not require renunciation of your original citizenship unless Moldova's government requires it by specific country agreement (rare). However, when applying for Moldovan naturalisation, you are formally asked about your current citizenships — disclose all accurately. Note: some countries (e.g. Germany in certain cases, Japan) do not permit dual citizenship — check your home country's rules before naturalising in Moldova.
