National Employment Agency

Agenția Națională pentru Ocuparea Forței de Muncă (ANOFM)

Register at your local ANOFM territorial office with your passport, IDNP, and employment history documents. Online registration is available at anofm.gov.md. ANOFM also processes work permit (autorizație de muncă) applications submitted by employers for foreign workers.

Expat eligibility: Foreign nationals with a valid work permit and temporary residence permit can register as job seekers. Unemployment benefit is available for foreign nationals who have worked legally in Moldova and paid social contributions for at least 9 months in the last 24 months before unemployment.

💼 Work Permits

EU Citizens

EU/EEA citizens do not need a work permit to work in Moldova but must apply for a temporary residence permit if staying beyond 90 days. Their right to work is based on the Moldova-EU Association Agreement. They must register at BMA and obtain an IDNP.

Non-EU Citizens

Non-EU nationals require a work permit (autorizație de muncă) issued by ANOFM before starting employment. The employer initiates the work permit application, providing proof of the job offer, company registration, and a labour market test showing no suitable Moldovan candidate was found (some roles exempt). Processing: 15–30 business days at ANOFM. Once the work permit is issued, the foreign national applies for the employment-based temporary residence permit at BMA.

EU Blue Card

Moldova is not an EU member and does not issue EU Blue Cards. Foreign skilled workers use the standard work permit pathway. IT specialists, company executives, and specialists in fields with documented labour shortages may be exempt from the labour market test.

Freelancer Visa

No specific freelancer visa exists. Self-employed foreign nationals can set up an SRL (LLC) or join IT Park Moldova as a qualifying business. Remote workers for foreign employers use the Self-Sufficiency Residence Permit and are not considered employed in Moldova, so no work permit is needed.

⏱️ Work Culture

Typical hours 8:00–17:00 or 9:00–18:00, Monday–Friday. 40-hour work week standard. IT and international companies often offer flexible or hybrid working. Overtime must be compensated under the Labour Code.

Annual leave 28 calendar days (approximately 20 working days) minimum paid annual leave — among the most generous in Europe. Additional leave for certain professions (teachers, healthcare workers). Leave can be split; carry-over rules apply per contract.

Sick leave Paid sick leave from day 1. For first 5 days: employer pays 75% of average salary. From day 6 onwards: CNAS pays via the employer. Long-term illness: CNAS indemnity up to 5 years of contributions.

Trial period Maximum 3 months probationary period (6 months for senior management). During probation, both parties may terminate with 3 business days' notice.

Notice period Employee must give 14 calendar days' written notice. Employer notice periods scale with tenure: 10 days (up to 5 years), 15 days (5–10 years), 30 days (10+ years). Immediate dismissal possible only for gross misconduct.

Salary range National minimum wage: MDL 6,300/month gross (effective January 1, 2026 — a 15% increase from MDL 5,500 in 2025). Average Chișinău salary: MDL 12,000–20,000/month. IT/tech sector: MDL 25,000–80,000+/month. Banking/finance: MDL 15,000–35,000/month. NGO/international organisations: MDL 18,000–50,000/month (some positions in USD/EUR). Healthcare: MDL 8,000–20,000/month.

Pay frequency Monthly (lunară). Some companies pay bi-monthly. Salary must be paid no later than the last business day of the month.

📝 Application Tips

CV format: Moldovan CVs (CV-uri) are formal and comprehensive. Include: full name, date of birth, address, phone, email, education (reverse chronological), work experience (reverse chronological), skills and languages. Photo is common but not mandatory. Keep to 1–2 pages for most roles; academic and NGO CVs can be longer. Romanian is the primary language; Russian is acceptable in some companies; English CVs for international roles.

Cover letter: Expected

Language: Romanian is essential for most formal employment in Moldova. Russian remains widely used, especially in private sector companies with older leadership and in Russian-speaking parts of the country. English is required for IT Park companies, international organisations, NGOs and multinational subsidiaries. French is occasionally useful in diplomatic and international organisation contexts.

Interviews: Dress formally (costume and tie for men; formal attire for women) for first interviews at traditional Moldovan companies. IT and startup companies are more casual. Arrive on time or 5 minutes early. Handshake greeting. Discuss salary expectations directly — it is not considered impolite to ask. Reference checks are standard — prepare 2–3 references.
