Moldova has an open property market — foreign nationals can buy residential and commercial property with few restrictions. Foreigners may purchase apartments, houses and commercial buildings outright; however, agricultural and forest land is prohibited for foreign individuals and for Moldovan companies with any foreign capital participation. Property prices in Chișinău remain low by European standards but have risen 40–60% since 2020 driven by diaspora demand and regional relocation trends. The Agenția Servicii Publice (ASP) Cadastre division maintains the national property registry (Registrul bunurilor imobile). All transfers must be executed before a licensed public notary. Foreigners need only a valid passport to purchase — no residence permit is required for the transaction itself. Important 2025–2026 change: cash payments above the equivalent of 100 average monthly salaries (approximately EUR 80,000) are now prohibited; transactions above this threshold must be settled by bank transfer.
Rent vs. Buy
Buying is attractive for long-stay expats. Gross rental yields in Chișinău: 5–8% on a 1-bedroom in the city centre. Capital appreciation has been strong. Buying makes sense if you plan to stay 5+ years and the purchase price is under EUR 100,000. Renting remains more flexible for first-year expats still exploring. MAIB mortgage rates are floating at approximately 9–10% p.a. for MDL-denominated loans (BNM reference index 5.57% + bank margin from 2.38%), making cash purchases or financing from abroad considerably cheaper. The Prima Casa Plus state-guarantee programme ran out of funds and stopped accepting new applications as of April 1, 2026.
Buying Process — Step by Step
Property search and market research
2–8 weeksSearch listings on 999.md, Imobil.md and Imobiliare.md. Engage a local real estate agent (agenție imobiliară) with experience in foreigner transactions. For new builds, verify the developer holds valid construction permits and has registered the project at ASP Cadastre.
Due diligence — Cadaster extract
1–2 weeksRequest an extract from the Registrul bunurilor imobile (extras din Registrul bunurilor imobile) through asp.gov.md or the servicii.gov.md portal. The extract confirms the current registered owner, surface area, any liens (ipoteci) or encumbrances. Electronic extract costs MDL 520; paper format MDL 650 (Government Decision no. 130/2025 tariffs). Hire a lawyer (avocat) for properties above EUR 50,000 or in older buildings with uncertain title histories.
Preliminary agreement (Promisiune de vânzare-cumpărare)
1 weekSign a preliminary sale and purchase promise with the seller before a notary. This document sets the agreed price, conditions and closing timeline. A deposit (avans) of 10% is standard. The notarised preliminary contract protects both parties if one withdraws.
Open Moldovan bank account and arrange funds
1–2 weeksOpen a current account with MAIB, Victoriabank, OTP Bank or another licensed Moldovan bank. All payments above approximately EUR 80,000 must be made by bank transfer under the 2025 anti-cash legislation. If financing from abroad, ensure funds are received in MDL or converted through an authorised bank.
Mortgage application (if financing locally)
2–4 weeksApply to MAIB, Victoriabank, Mobiasbancă or OTP Bank Moldova for a credit ipotecar. Standard requirements: 30–40% down payment, income verification (foreign employment income accepted with bank statements and employment contracts), property valuation by bank-approved assessor. Processing: 2–4 weeks. Note: the Prima Casa Plus programme is suspended from April 2026 — verify status before applying.
Final sale contract before notary
1 daySign the contract de vânzare-cumpărare before a licensed public notary (notar public). Both parties must be present or represented by a notarised power of attorney. The notary verifies identity, property status at Cadaster, settlement of outstanding utility bills and property taxes, and collects all applicable fees.
Cadaster registration — transfer of ownership
3–10 business daysThe notary submits the transfer documentation electronically to ASP Cadaster / Cadastrul bunurilor imobile for registration in the Registrul bunurilor imobile. Standard processing: up to 10 business days. Express service (3 business days) available at higher fee. The new owner receives an updated extract confirming registered ownership.
Post-purchase: utilities and tax registration
1–2 weeksTransfer electricity (Premier Energy or RED Nord), gas (Moldovagaz) and water accounts to your name. Present the new ownership extract and meter readings. Notify the local public authority (primărie) of the ownership change for annual property tax billing.

The Notary — Mandatory for All Purchases
All property transfers in Moldova must be executed before a licensed public notary (notar public). The notary: verifies the identity of both parties, checks property status and encumbrances in the Cadaster, drafts and authenticates the sale and purchase contract, collects all applicable fees, and initiates electronic Cadaster registration. The notary acts as a neutral witness — not as legal adviser to either party. A separate lawyer (avocat) should be engaged for legal due diligence. Licensed notaries are listed in the register maintained by the Moldovan Chamber of Notaries (notar.md).
Mortgage
Moldovan banks offer credit ipotecar (mortgage) products with floating MDL interest rates. The rate is indexed to the BNM Reference Index (5.57% as of 1 January 2026) plus the bank's fixed margin. Typical all-in rates: 8.9–10.5% p.a. for MDL loans. The Prima Casa Plus state-guarantee programme — which offered 70% state guarantees at subsidised rates — exhausted its 2026 budget and stopped accepting applications on 1 April 2026; verify its status before applying. Mortgage terms of up to 30 years are available. Foreign-currency mortgages (EUR/USD) are also offered by some banks at lower nominal rates (circa 8.5–9%) but carry exchange-rate risk for MDL-income earners.
30–40% of property value for standard mortgages. Under the suspended Prima Casa Plus programme, the state guaranteed up to 70% of the loan for properties outside Chișinău, allowing deposits as low as 15–20%. Without the programme, lenders typically require 30–40%.
Foreign nationals can apply for a mortgage from Moldovan banks, but approval is at bank discretion. Requirements typically include: a Moldovan bank account, a valid residence permit or IDNP (personal identification number), documented stable income (foreign payslips, bank statements and employment contracts accepted), and a property valuation by a bank-approved assessor. Non-residents without a Moldovan IDNP face significantly higher scrutiny. The Prima Casa Plus programme required Moldovan citizenship, so foreigners are excluded from that scheme. MAIB and Victoriabank are the most commonly used by expat buyers. OTP Bank Moldova also offers mortgage products.
Land Registry
The national property registry is the Registrul bunurilor imobile, administered by the Public Institution "Cadastrul bunurilor imobile" (formerly the ASP Cadaster division), operating under Government Decision no. 959/2023. Services are accessible online at asp.gov.md and through the servicii.gov.md portal. Any person may request an extract for any property by paying the official tariff (MDL 520 electronic / MDL 650 paper, per Government Decision no. 130/2025). The extract shows: registered owner, surface area, legal description, encumbrances, liens and transaction history. This extract is the essential due diligence step before any purchase.
Taxes
Buyer: no purchase or transfer tax. Annual property tax: 0.05% minimum of cadastral value, set annually by the local municipality. From 1 January 2025, residential properties (including holiday homes, excluding land) with cadastral value below 200 × projected average monthly salary and area under 120 m² are exempt. Cadastral revaluation completed 2025–2026 has raised cadastral values 3–5×, so effective annual tax may increase significantly in 2026–2027 — verify with local primărie. Seller — capital gains: Moldova has no separate CGT. Income from property sale is included in annual personal income tax (PIT). Capital gain is calculated as 50% of the difference between sale price and acquisition cost; this amount is added to gross income and taxed at 12% flat rate. Exception: primary residence owned for 3+ years and used as domicile for those 3 years is exempt from PIT on the gain — confirm with a tax adviser.
New Build vs. Existing Property
New build (bloc nou): purchase direct from developer via a contract de investiție or contract de vânzare viitoare (off-plan). Prices in Chișinău range from MDL 30,000–70,000/m² depending on location and finish level. Key risk: verify the developer's financial stability, valid construction permits and preliminary Cadaster registration before making any payment. Existing property: more immediately transferable, easier to assess physical condition and legal history. Renovated Soviet-era panel blocks (hrușciovki) are lower in price but may have insulation, plumbing and structural issues. For both types, the notary step and Cadaster registration are mandatory.
Selling Property
The selling process mirrors the buying process: notarisation before a licensed notary, followed by Cadaster registration of the transfer. Any mortgage (ipotecă) on the property must be discharged (radiere ipotecă) before the notary will authorise the transfer. All outstanding utility bills and property taxes must be settled and evidenced. Capital gain on sale: 50% of the net gain (sale price minus acquisition cost) is included in the seller's annual PIT declaration and taxed at 12%. Primary residence owned and used as domicile for 3+ years is exempt. Non-residents are taxed on Moldova-source property income at the same 12% rate.
