⚠️ Costly Mistakes to Avoid
The most expensive and common mistakes expats make in Moldova — and exactly how to avoid them.
Unregistered rental contract blocks residence permit
BMA requires an SFS-registered rental contract for all residence permit applications. Many Moldovan landlords resist registering because it forces them to declare rental income. If your landlord refuses, you cannot get your IDNP or residence permit.
⚡ Cannot obtain residence permit without SFS-registered contract. You will be in illegal overstay after 90 days.

✅ Make SFS contract registration a non-negotiable condition when choosing your apartment. Find a new landlord if they refuse.
Overstaying your 90-day visa-free entry
Citizens of 100+ countries can enter Moldova visa-free for 90 days in any 180-day period. Staying beyond 90 days without a residence permit is illegal overstay — a common mistake among remote workers and long-stay tourists.
⚡ Fine MDL 500–2,000. Potential deportation. Re-entry ban of 1–3 years. Jeopardises future EU and Moldovan residence applications.

✅ Start your BMA residence permit application process at day 1, not day 80. The process takes 15–30 business days — begin as soon as your rental contract is signed.
Non-EU citizens working without a valid work permit
Non-EU citizens need an autorizație de muncă (work permit from ANOFM) before starting any employment in Moldova. The employer must apply first. Starting work before the permit is issued is illegal and risks immediate deportation.
⚡ Fine MDL 1,000–5,000. Immediate employment termination. Possible deportation and ban from Moldova.

✅ Confirm your employer has submitted the ANOFM work permit application and allow 15–30 business days for processing before your start date.
Missing CNAM health insurance enrolment deadline
Self-employed, freelancers and ÎI owners must pay the annual CNAM premium by December 31 of the previous year to have full coverage from January 1. Late enrolment means no non-emergency public health coverage for the period missed.
⚡ Uninsured for non-emergency healthcare. GP visits at full private price (MDL 300–600). No CNAM referrals or compensated medicines.
📅 Deadline: 31 December each year
✅ Pay the full annual CNAM premium (approximately MDL 4,056 in 2026) before December 31. Set a calendar reminder in November.
Moldovan residence permit does not grant Schengen access
Moldova is not in the Schengen Area. Your Moldovan temporary or permanent residence permit has no validity for entering EU Schengen countries. Non-EU citizens resident in Moldova still need a separate Schengen visa to visit EU countries.
⚡ Denied boarding or entry at Schengen border. Stranded or fined for attempting entry without valid Schengen visa.
✅ Apply for a Schengen visa at the relevant EU embassy in Chișinău well before planned travel. EU citizens travel freely. Holders of Romanian citizenship (available to Moldovans of Romanian origin) use their Romanian passport.
Paying a rental deposit without a written contract
Never pay a rental deposit in cash without a signed rental contract. Common scam: landlord or fake agent takes a cash deposit and disappears. Even legitimate landlords may deny deposit arrangements made without written documentation.
⚡ Total loss of deposit (MDL 4,000–24,000+). No legal recourse without a written contract.
✅ Never pay any deposit without: (1) visiting the property in person; (2) verifying the owner at ASP Cadaster (asp.gov.md); (3) signing a written contract; (4) receiving a written receipt. Pay only by bank transfer to the named owner's account.
Moldova's alcohol limit is near-zero (0.03% BAC)
Moldova has a very strict 0.03% BAC alcohol limit while driving — effectively zero tolerance. Police conduct random roadside breathalyser tests. Even one glass of wine can take you over the limit.
⚡ Licence suspension 6 months – 1 year. Fine MDL 1,500–3,000. Criminal charges above 0.08% BAC. Vehicle impoundment.
✅ Do not drive after any alcohol consumption. Use inDrive or walk after social events. The limit is strictly enforced especially at weekend checkpoints.
Pet entry requires rabies vaccination at least 21 days before entry
Entering Moldova with a dog or cat requires a rabies vaccination administered at least 21 days before entry and not more than 12 months before entry. Vaccinating immediately before travel is a common mistake that causes pet quarantine or denial of entry.
⚡ Pet denied entry at Moldovan border. Quarantine at the traveller's expense.

✅ Plan pet travel at least 30 days in advance. Check the current vaccination date in your pet's passport — must be between 21 days and 12 months before travel. Get a new vaccination if needed and wait the full 21 days.
Illegal street money changers in central Chișinău
Illegal street currency exchangers operate near Piața Centrală and tourist areas offering above-market rates. They use sleight of hand, distraction and false counting to defraud customers. This is well-documented and victims have no legal recourse.
⚡ Loss of full exchange amount through fraud. No police recourse (transaction was illegal).
✅ Use only licensed exchange offices (case de schimb valutar) with visible rate boards, MAIB bank branches, or ATMs. Rates at licensed offices are competitive — there is no need for street exchanges.
Assuming cards work everywhere in Moldova
Chișinău is increasingly cashless, but outside the capital, cash (lei/MDL) is essential. Village shops, markets, local taxis, rural restaurants and many services in smaller towns only accept cash.
⚡ Unable to pay for food, transport or services outside Chișinău. Stranded or embarrassed.
✅ Always carry MDL 200–500 in cash. Before any trip outside Chișinău, withdraw cash at a MAIB or MIB ATM — ATMs in rural areas may run out on weekends.
Government offices and banks close on Orthodox holidays
Moldova observes Orthodox Christianity's calendar — government offices, banks and many businesses close on Orthodox Christmas (January 7–8), Orthodox Easter (May 3–4 in 2026) and other major Orthodox holidays. This surprises expats from Western Europe.
⚡ Unable to complete administrative tasks or access banking services on these days.
✅ Check the official public holiday calendar before planning government visits or banking appointments. Plan BMA, SFS and CNAS visits on weekdays outside holiday periods.
Missing the March 25 PIT tax declaration deadline
Freelancers, ÎI owners, and persons with additional income (rental, dividends, foreign sources) must file their annual PIT declaration by 25 March. Missing the deadline triggers a 10% penalty on tax due plus daily interest.
⚡ Late filing penalty: 10% of outstanding PIT + 0.04%/day interest. Persistent non-filing triggers SFS audit.
📅 Deadline: 25 March
✅ Set up the etaxe.sfs.md account as soon as you get your IDNP. File in January or February to avoid the rush. Hire an accountant if your income is complex.
IT Park monthly declaration due on 25th
IT Park resident companies must file monthly revenue declarations and pay the 7% unified tax by the 25th of each month. Missing even one deadline triggers penalties and risks accreditation suspension.
⚡ Late payment penalty + daily interest. Potential suspension from IT Park programme — reverts all employees to standard PIT, CNAS, CNAM taxation immediately.
📅 Deadline: 25th of each month
✅ Engage an IT Park-specialist accountant for monthly compliance. Set automated bank payment for the 7% on the 24th of each month.
Accepting informal "envelope" salary payments
Some Moldovan employers pay part of salary in cash "envelope" (plic) to evade CNAS and CNAM contributions. This means: no pension contributions on the undeclared portion, no CNAM health entitlement, no unemployment benefit basis, and no protection if the employer denies the arrangement.
⚡ CNAS/pension contribution gaps. Tax liability if SFS audits. No legal recourse for undeclared amounts if employer disputes.
✅ Insist on full salary paid by bank transfer as stated in your CIM (employment contract). If the declared salary is below market and the rest is "cash", your legal protections and future pension are built only on the declared amount.
Noise violations in apartment buildings
Moldovan law and Chișinău municipal regulations enforce strict quiet hours: 22:00–08:00 (all noise) and 13:00–15:00 (construction and power tools). Violations are enforced by building administrators and police.
⚡ Fine MDL 500–1,500 for repeated violations. Potential eviction notice from landlord for persistent disturbances.
✅ Keep noise levels down after 22:00 and during the 13:00–15:00 afternoon quiet period. Particularly important in Soviet-era panel buildings where sound travels easily.
Long absences from Moldova can affect residency
Extended absences from Moldova (more than 6 consecutive months or 10 months total in any 12-month period) can trigger permit review or suspension. This matters especially for those tracking toward permanent residency (5-year requirement with minimal absences).
⚡ Residence permit suspension or non-renewal. Restart of 5-year clock toward permanent residency.
✅ Keep a record of all international travel dates. Inform BMA of planned extended absences. Absences for medical treatment, study or work abroad may be treated more leniently — document the reason.
Poor road conditions outside Chișinău
Moldova's secondary and rural road network is in poor condition with significant potholes, unmarked hazards and limited lighting. Driving outside Chișinău at night or in wet conditions requires caution and a robust vehicle.
⚡ Vehicle damage. Accidents. Particularly risky for low-clearance vehicles on unpaved rural tracks.
✅ Drive at reduced speeds on secondary roads. Use Google Maps offline for rural navigation. Carry a spare tyre and basic roadside equipment. ACM roadside assistance: 022 292 007.
Employers sometimes fail to deposit CNAS contributions
Some Moldovan employers deduct CNAS contributions from employee salaries but fail to remit them to CNAS. This creates gaps in your pension record that are very difficult to correct later.
⚡ Pension contribution gaps. Reduced future pension or benefit eligibility. No immediate financial loss but significant long-term impact.
✅ Check your CNAS contribution history at cnas.gov.md every 3 months. If contributions are missing, raise immediately with your employer and, if unresolved, file a complaint with the State Labour Inspectorate (inspectia.gov.md).
Phishing messages impersonating SFS tax authority
Criminals send SMS or email messages pretending to be from SFS (State Fiscal Service) claiming unpaid taxes with urgent payment links. These lead to fake sites designed to steal bank credentials.
⚡ Bank credential theft. Financial fraud. Account compromise.
✅ Access SFS only at etaxe.sfs.md. Never click payment links in SMS messages. Real SFS notices arrive via the portal or registered post, not random SMS.
EU EHIC health card is not valid in Moldova
Moldova is not an EU member state. The European Health Insurance Card (EHIC) is not accepted in Moldovan healthcare facilities. EU citizens visiting or resident in Moldova must arrange their own CNAM enrolment or private health insurance.
⚡ Full-cost private medical charges with no reimbursement from EU health insurance.
✅ Enrol in CNAM immediately after getting your IDNP, or arrange private health insurance that covers Moldova. Emergency care is always provided regardless of insurance status.
Transnistria requires separate border protocols
Transnistria (Pridnestrovie) operates as a de facto separate entity with its own border controls and entry procedures, even though Moldova considers it part of its territory. Visiting as a tourist is generally straightforward, but staying or working there has specific legal complexities.
⚡ Unexpected border checks, vehicle registration complexities, and potential complications if treated as having "entered" a non-Moldova zone by third countries.
✅ Register your Transnistria visit on arrival as required by local authorities. Do not assume your Moldovan residence permit covers you for all purposes in Transnistria. Check current border procedures at moldova.md before visiting.
Fixed-term rental contract early exit penalty
Leaving a fixed-term rental contract early typically requires: paying the remaining rent or a penalty agreed in the contract, plus forfeiture of all or part of the deposit. This is legally enforceable even if the contract is poorly written.
⚡ Financial loss of 1–3 months' rent in penalty. Deposit forfeiture. Potential court action by landlord.
✅ Before signing: negotiate a mutual early termination clause (clauza de reziliere anticipată) with 30-day notice and deposit return. Never sign a fixed-term lease longer than 12 months without an exit clause.
Remote workers: understand your tax residency status
If you work remotely for a foreign employer while living in Moldova for more than 183 days in a calendar year, you may become a Moldovan tax resident and owe PIT (12%) on your worldwide income. Moldova's tax authority SFS is increasing enforcement of this rule.
⚡ Unexpected 12% PIT liability on foreign income. Double-taxation risk if home country also taxes the income.
✅ Consult a Moldovan tax adviser within your first 3 months. Check for a double-taxation treaty between Moldova and your home country (moldovan.org — treaty list). The Self-Sufficiency residence permit is the correct route for remote workers — it legitimises your stay without creating employment in Moldova.
IT Park accreditation requires 70%+ qualifying IT activities
To maintain IT Park Moldova accreditation and the 7% unified tax benefit, at least 70% of company revenue must come from qualifying IT activities (software development, IT services, digital platforms). General consulting, retail or marketing activities do not qualify.
⚡ Loss of IT Park accreditation. Retroactive reclassification of all revenue at standard rates (12% CIT + PIT + CNAS + CNAM). Can amount to MDL 100,000+ in back taxes.
✅ Track your revenue categories monthly. If non-IT activities start growing, consult your IT Park accountant. Renegotiate activity description with IT Park Moldova before your share of non-qualifying revenue exceeds 30%.
ATMs in rural areas run out of cash on weekends
ATMs in rural areas, mountain resorts and small towns across Moldova frequently run out of cash on Friday evenings and weekends due to high tourist and local demand. Getting stranded without cash outside Chișinău is a common expat problem.
⚡ Unable to pay for food, accommodation or services in cash-only rural areas.
✅ Withdraw MDL 500–1,000 in cash before leaving Chișinău for any trip outside the capital. Find ATMs at petrol stations (PECO) on major routes which are resupplied more frequently.
Check totalization treaties before requesting CNAS pension refund
If Moldova has a bilateral social security agreement with your home country (Romania, Ukraine, Belarus, Austria, Hungary, Czech Republic, Bulgaria, Portugal), your Moldovan CNAS contributions count toward your home-country pension. Requesting a lump-sum CNAS refund destroys this entitlement permanently.
⚡ Permanent loss of pension entitlement in home country for Moldovan contribution years. Cannot be reversed after refund is paid.
✅ Before requesting a CNAS pension refund, verify whether your home country has a totalization agreement with Moldova at cnas.gov.md. If a treaty exists, request a contribution certificate instead — use it to claim pension credit in your home country.
International child custody issues require specialist legal advice
Moldova is party to the Hague Convention on the Civil Aspects of International Child Abduction. If you are in a cross-national family situation with children resident in Moldova, understand the legal framework before any international relocation of the child.
⚡ Legal proceedings, court-ordered return of child, international custody dispute.
✅ Consult a Moldovan family lawyer (avocat specializat în dreptul familiei) before any cross-border travel with children if custody is disputed. Hague Convention central authority: Ministerul Justiției Moldova.
Advance payment fraud on 999.md and Facebook Marketplace
Scammers post attractive listings on 999.md and Facebook Marketplace asking for advance payment before delivery. The item never arrives. Particularly common for electronics, vehicles and furniture.
⚡ Complete loss of advance payment. No legal recourse if payment was made to an anonymous account.
✅ For purchases over MDL 1,000: always meet in person. Use cash on delivery or only pay after inspecting the item. For vehicle purchases: complete the transaction at DVS (vehicle registration authority). Never pay into a stranger's account for an item you haven't received.
Foreign driving licences are only valid in Moldova for 90 days after establishing residency
Visitors may drive on a foreign driving licence for up to 90 days from first entry. Once you obtain Moldovan residency (temporary or permanent), the 90-day window applies from the date of residency registration, not an ongoing open entitlement. After 90 days of residency, you must exchange your foreign licence for a Moldovan one at CRIS "Registru" road administration centres. EU, EEA, and CIS country licences can generally be exchanged by document submission; licences from other jurisdictions may require a theory test.
⚡ Driving after the 90-day window on a non-exchanged foreign licence is a road traffic offence. Motor insurers may refuse claims where the driver was technically unlicensed under Moldovan law. Police traffic stops can result in fines and vehicle immobilisation.

✅ Within your first week of obtaining residency, visit cris.md or the nearest Registru centre to confirm the current exchange procedure for your licence country. Bring your original foreign licence, residency card, passport, a valid medical certificate (from narcologist and ophthalmologist), and passport-size photos. Non-EU licences from countries without bilateral recognition agreements may require a practical or theory exam at an accredited driving school.
Tap water quality varies across Moldova
Chișinău tap water is technically drinkable but has high mineral content and periodic quality variations. Outside the capital, well water in rural areas may have microbiological contamination. Most expats drink filtered or bottled water.
⚡ Gastrointestinal issues if consuming unfiltered tap water in certain areas. Particularly risky for young children.
✅ Buy a water filter (Brita or inline filter) for home use. Use bottled water for drinking when in rural areas. Apă-Canal Chișinău publishes water quality reports at chisinau.md.
Government offices and banks closed on weekends
All Moldovan government offices (BMA, SFS, CNAS, ASP, Primărie) and most banks are closed Saturday afternoon and all day Sunday. Many administrative processes require in-person visits during Mon–Fri 9:00–17:00.

✅ Plan administrative tasks for weekday mornings (09:00–12:00 is best for shorter queues). Some services offer online pre-booking — use etaxe.sfs.md, asp.gov.md and bma.gov.md for online options.
Winter heating costs spike October–April
Central gas heating in Chișinău apartments bills can be MDL 1,500–3,000/month in winter (October–April). Budget accordingly — many new expats are surprised by the jump after a low summer utility bill.
⚡ Budget shortfall if winter heating costs not anticipated. Some older buildings have poor insulation.
✅ Ask the landlord for previous winter utility bills before signing. Budget MDL 2,500–5,000/month total utilities in winter. Check window quality and insulation before choosing an apartment.
Moldova's EU accession is changing immigration procedures
Moldova is an EU candidate country (since June 2022) with active accession negotiations. Immigration rules, tax regulations, and business requirements are being progressively aligned with EU standards. Rules that apply today may change significantly in 2026–2028.
⚡ Outdated reliance on current procedures as EU-alignment legislation passes. New requirements may emerge with short transition periods.
✅ Monitor BMA.gov.md, SFS.md, and Moldovan government news regularly. Subscribe to expat community newsletters (Expats in Moldova Facebook group) for practical updates when regulations change.
Utility accounts in landlord's name cause billing disputes
In many Moldovan rentals, gas, electricity and water accounts remain in the landlord's name. This can lead to disputes over bills, late-payment fees the landlord claims from you, and difficulty proving residency for some administrative purposes.
⚡ Overcharged on utilities. Difficulty disproving landlord's claimed costs. Weaker residency evidence.
✅ Negotiate electricity (Premier Energy) transfer to your name for long-term rentals. Always take meter readings on move-in day and keep photos. Pay utilities directly wherever possible, not via the landlord.
Construction and renovation banned on Sundays
Construction and renovation work in residential areas is legally prohibited on Sundays and public holidays in Moldova. This applies to drilling, power tools, and noisy building work. Violations are enforced by the Primărie and police.
⚡ Fine MDL 500–2,000 for the person conducting the work. Neighbour complaints and building administrator warnings.
✅ Schedule all home renovation work Monday–Saturday, strictly within 08:00–22:00 and not during the 13:00–15:00 afternoon quiet period.
Moldovan forced heirship limits inheritance freedom
Moldova applies rezervă succesorală (forced heirship): minor children, disabled adult children, disabled surviving spouse and disabled parents are each entitled to 50% of their legal intestate share regardless of your will. You cannot disinherit these persons.
⚡ Estate distributed contrary to your wishes if will attempts to exclude protected heirs.
✅ Work with a Moldovan notary and estate lawyer when drafting your will. EU citizens can elect their home country's succession law in their will under EU Succession Regulation — specify this explicitly if you prefer home country rules.
Recycling infrastructure is limited outside central Chișinău
Moldova's waste sorting system is still developing. Outside central Chișinău, separate recycling bins are rare. Mixed waste is the norm in most districts and all rural areas. This can be frustrating for expats from countries with advanced recycling systems.
⚡ Environmental frustration but no legal consequence for individuals — the infrastructure gap is systemic.
✅ Bring recyclable materials (batteries, electronics, plastic, glass) to Ecodepo collection points at Kaufland and Nr.1 supermarkets. These accept sorted materials. Follow chisinau.md for updates as the collection network expands.
Moldovan passport holders now travel visa-free to Schengen — but not Moldova residents
Since 2014, Moldovan biometric passport holders can travel to the Schengen Area visa-free for 90 days. However, this applies only to Moldovan nationals — not to foreign nationals resident in Moldova. Foreign expats with a third-country passport still need a Schengen visa even while living legally in Moldova.
⚡ Foreign expats who assume their Moldovan residence permit grants Schengen access will be denied boarding or entry at the border.
✅ If you hold a non-EU, non-Moldovan passport, apply for a Schengen visa at the relevant EU embassy in Chișinău. EU citizens travel freely regardless. Romanian citizens (including many Moldovans with Romanian heritage) use their Romanian passport for Schengen travel.
Power micro-cuts in older Chișinău buildings can damage electronics
Many Soviet-era apartment buildings in Chișinău experience frequent voltage fluctuations and brief power interruptions, particularly during winter heating season (October–April) when grid demand peaks. These micro-cuts can corrupt hard drives, reset routers, and damage sensitive electronics over time.
⚡ Damage to laptops, hard drives, NAS devices and routers. Data loss from unexpected shutdowns during work.
✅ Invest in a UPS (uninterruptible power supply) for your router and desktop/NAS. Use a surge protector for all electronics. If you work from home, budget MDL 800–2,000 for UPS hardware. Ask the landlord about the electrical installation quality before signing.
March–April mud season makes rural roads impassable
Moldova's spring thaw (rasputitsa) turns unpaved rural roads into deep mud for 4–6 weeks in March–April. Even 4WD vehicles can become stuck on village tracks. Rural vineyards, agritourism sites and village visits may be completely inaccessible without a high-clearance 4x4.

✅ Avoid rural track driving in March–April unless you have a high-clearance 4x4 and know the route. Check road conditions before winery or village trips — call ahead to confirm access. Major roads are paved and not affected.
