Driving in Poland

Licence exchange, road rules, fines, buying a car, and cycling.

Poland drives on the right. The road network includes modern motorways (autostrady), express roads (drogi ekspresowe), national roads (drogi krajowe), and local roads. The motorway network has expanded significantly and connects all major cities. Headlights must be on at all times (day and night) year-round. Traffic police (Policja drogowa) are present and use speed cameras (fotoradary) extensively. Drink-driving is strictly enforced with a very low limit of 0.2 g/L (20 mg/100 mL).

Driving Licence Exchange

EU/EEA driving licences are valid in Poland without exchange for their issued validity period. Non-EU licences: valid for use while the holder has a valid residence permit, but must be exchanged for a Polish licence within the validity period of the original licence — typically needed within 9 months of residence permit issuance. Some non-EU licences require passing a theory test.

EU/EEA Cost: 100.50 zł (exchange fee)

EU/EEA licences are mutually recognised. No exchange required unless the original licence approaches its expiry or has limited-term conditions. If you wish to exchange voluntarily: apply to the Wydział Komunikacji (transport department) of your Starostwo Powiatowe or Urząd Miasta.

Bring your EU licence, passport, PESEL, photo, proof of address. Processing: 1–4 weeks.

Selected non-EU countries Cost: 100.50 zł (exchange fee)

USA, Canada, Japan, South Korea, Australia, New Zealand, Switzerland, UK, Ukraine, Serbia

Direct exchange without a theory or practical test. Submit your original foreign licence to the Wydział Komunikacji at your local Starostwo Powiatowe or Urząd Miasta. Required documents: foreign licence (with certified Polish translation if not in Latin alphabet), Polish residence permit, PESEL, passport photo, and proof of Polish address.

The bilateral agreement list is reviewed periodically — confirm your country is still eligible at your local Wydział Komunikacji before attending. Exchange must typically be completed before your original licence expires.

All other countries Cost: 100.50 zł (exchange) + 100–200 zł (WORD tests if required)

Countries without a bilateral agreement must pass a theory test (egzamin teoretyczny) at WORD (Wojewódzki Ośrodek Ruchu Drogowego — Regional Road Traffic Centre). A practical test (egzamin praktyczny) may also be required for some nationalities. Enrol at a driving school (szkoła nauki jazdy) to prepare. The theory test is available in Polish — most WORD centres offer it in other languages including English.

Check with your local Wydział Komunikacji or WORD for your specific country's requirements. Some nationalities can use their foreign licence for up to 9 months after obtaining their residence permit before exchange becomes mandatory.

Road Rules

Speed Limits

Urban areas (obszar zabudowany): 50 km/h (20:00–06:00 in some zones: 60 km/h). National roads outside urban: 90 km/h (two-lane) or 100 km/h (dual carriageway without full motorway access). Express roads (drogi ekspresowe S): 120 km/h. Motorways (autostrady A): 140 km/h. Tractors and heavy vehicles: 70 km/h.

Alcohol Limit

0.2 g/L BAC (20 mg/100 mL) — very strict; essentially near-zero tolerance. For professional drivers and those under 18: 0.0 g/L. Penalties: administrative (licence suspension, fine) at 0.2–0.5 g/L; criminal prosecution above 0.5 g/L. Random breathalyser checks are common. Do not drink and drive in Poland.

Mobile Phones

Handheld use prohibited while driving — fine 200–500 zł + 2 points. Hands-free permitted but discouraged. Using phone at red light is technically permitted if engine off but police enforce strictly.

Seatbelts

Mandatory for all occupants (front and rear). Fine: 100–200 zł. Pregnant women: must use seatbelt with belly belt adjuster (pas ciążowy).

Child Seats

Mandatory for all children under 150 cm or 36 kg. Forward-facing seats from 15 months. Rear-facing until age 4 recommended. Fine for violation: 500 zł + 4 points.

Low Emission Zones (Umweltzone)

Strefy Czystego Transportu (Clean Transport Zones) are being introduced in major Polish cities. Warsaw and Kraków have established zones restricting older diesel vehicles. Check local rules before driving in city centres. Kraków SCT is the most developed — petrol pre-Euro 3 and diesel pre-Euro 4 banned during certain hours.

Traffic Fines (Bußgeldkatalog)

Polish traffic fines were significantly increased in 2022. Points system (punkty karne): accumulating 24 points triggers driving test retake; 20+ points in first year as new driver: licence withdrawal. Most points are removed after 2 years of non-violation.

Buying a Car

The used car market in Poland is large and competitive. Otomoto.pl is the dominant platform. Cars imported from Germany and other EU states are very common. Always check vehicle history (historia pojazdu) via CEPiK (cepik.gov.pl — free check of registration, technical inspections, odometer). HPI-equivalent checks available via private services.

  3. 3.Order a history report (e.g. AutoISO, AutoDNA) for detailed accident/mileage verification

  5. 5.Sign umowa kupna-sprzedaży (purchase agreement) — two copies, both signed
  6. 6.Notify Urząd Komunikacji within 30 days of ownership change

Registration fee: 180.50 zł (new plates) or 73.50 zł (keeping old plates). Number plates: approx. 50–80 zł. Transfer of ownership stamp duty (PCC): 2% of market value (for private sales). Vehicles under 2 years from first registration: VAT 23% applies (new/dealer sales).

Registration, Insurance & Tax

Car Registration

Vehicle registration (rejestracja pojazdu) at Wydział Komunikacji of your Starostwo Powiatowe or Urząd Miasta. Required documents: purchase agreement, previous registration certificate, valid technical inspection, OC insurance proof, ID and PESEL. Must complete within 30 days of ownership change or arrival in Poland. Fine for late registration: 1,000 zł.

Mandatory Insurance

OC pojazdu (odpowiedzialność cywilna) — third-party liability insurance — is mandatory for all registered vehicles. Minimum coverage: 5.21M EUR (personal injury), 1.05M EUR (property damage). Penalty for driving without OC: UFG fine of 4,600–9,200 zł (cars, depending on gap duration). UFG (Ubezpieczeniowy Fundusz Gwarancyjny) checks automatically.

Vehicle Tax (Kfz-Steuer)

Poland has no annual "road tax" (circulation tax) in the traditional sense for private cars. Main costs: OC insurance (mandatory), AC insurance (optional), annual technical inspection (badanie techniczne, every 1–2 years for standard cars), fuel. Excise duty (akcyza) applies to new vehicle purchases and imports.

Technical Inspection (TÜV / HU)

Badanie techniczne (technical inspection) at SKP (Stacja Kontroli Pojazdów — approved vehicle inspection station). New cars: first inspection after 3 years, then every 2 years. Older cars (10+ years): annually. Motorcycles: every 1–2 years. Cost: 98–200 zł depending on vehicle type. Vehicles with faults must pass re-inspection within 14 days.

Cycling

Cycling infrastructure is improving rapidly in Polish cities. Warsaw, Kraków, and Wrocław have invested significantly in segregated cycle lanes (drogi rowerowe). Veturilo (Warsaw), Wavelo (Kraków), and similar bike-share schemes are popular. Rural and mountain areas (Tatry, Mazury, Bieszczady) offer excellent cycling.

Rules
  • Cycle on designated cycle lanes where they exist — use of cycle lane is mandatory if available alongside the road
  • Can cycle on pavements (chodnik) if no cycle lane and the road speed limit is 50 km/h+, or with children under 10
  • Must have front white light and rear red reflector at night (rear light highly recommended)
  • Helmet not legally required for adults but strongly recommended
  • Alcohol limit for cyclists: 0.2 g/L (same threshold as for drivers)
  • Mobile phones prohibited while cycling
  • Cyclists must yield to pedestrians on shared paths (drogi rowerowe + chodnik)
Tips
  • Register your bicycle with the local police or a scheme like ROWEREM ZDARZYĆ — helps recovery if stolen
  • Use good lock (U-lock + cable) — bicycle theft is common in city centres
  • Warsaw's Vistula riverbanks (Bulwary Wiślane) offer excellent segregated cycling north-south
  • Kraków has bike-share Wavelo and expanding cycle network
  • Polish drivers are generally improving awareness of cyclists but remain caution-warranted
