Social Security in Poland
Benefits, contributions, and how the system works for expats.
Poland's social security system is administered by ZUS (Zakład Ubezpieczeń Społecznych — Social Insurance Institution). ZUS collects contributions for pension (emerytalne), disability (rentowe), sickness (chorobowe), and accident (wypadkowe) insurance, plus the Labour Fund (Fundusz Pracy) and Guaranteed Employee Benefits Fund (FGŚP). Healthcare contributions (składka zdrowotna) go to NFZ (National Health Fund). PESEL is the universal identifier used across all social security functions.

Powszechny Elektroniczny System Ewidencji Ludności (PESEL)
EU citizens: request PESEL at your local Urząd Gminy, Urząd Dzielnicy, or Urząd Miasta — in person with passport/ID and proof of residence (rental contract). Can also get PESEL automatically via zameldowanie (address registration). Non-EU citizens: receive PESEL when Karta Pobytu (residence card) is issued. Newborns: PESEL assigned automatically at birth registration. Applications processed within 14 days but often same-day.

Unemployment Benefit
Zasiłek dla bezrobotnych
Income support for people who have lost employment and registered as unemployed at PUP
Must have worked (contributing to ZUS) for at least 365 days in the last 18 months. EU citizens equal rights. Non-EU with valid work rights eligible. Must register at PUP within 7 days of job loss.
Register in person at your local PUP (Powiatowy Urząd Pracy) within 7 days of losing employment. Online registration also available at praca.gov.pl.
Sickness Benefit
Zasiłek chorobowy
Replacement income during illness after 33 days of sick leave (employer covers first 33 days)
Employees covered by chorobowe ZUS insurance for at least 30 days. Self-employed who pay voluntary chorobowe contribution (min 90 days of voluntary insurance).
Doctor submits L4 electronically (e-ZLA) to ZUS and employer. ZUS pays automatically from day 34. No separate application needed for most cases.
800+ Child Benefit
Świadczenie Wychowawcze (dawniej 500+)
Universal monthly benefit for every child under 18
All parents/guardians of children under 18 residing legally in Poland. No income test.
Online via ZUS PUE (zus.pl) or mObywatel app. In person at ZUS or MOPS.
Housing Benefit
Dodatek mieszkaniowy
Subsidy toward housing costs for low-income households
Income-tested. Net income per household member under local thresholds (varies by municipality). Must occupy the dwelling as main residence.
Apply at local MOPS (Miejski Ośrodek Pomocy Społecznej) or Urząd Gminy.
Social Assistance (General)
Pomoc Społeczna
Cash benefits, in-kind support, and social services for those in hardship
Low income (below social assistance income thresholds), inability to meet basic needs. Legal residents entitled.
MOPS (Miejski Ośrodek Pomocy Społecznej) or GOPS (Gminny Ośrodek Pomocy Społecznej) — social services office in your gmina.
Disability Benefit
Renta z tytułu niezdolności do pracy
Pension for persons unable to work due to illness or disability
Medical certification of partial or complete inability to work. Minimum contribution periods apply (varies by age at time of disability).
Apply to ZUS with medical documentation from lekarze orzecznicy ZUS (ZUS medical examiners).
Parental Benefit (Macierzyński)
Zasiłek macierzyński / urlop rodzicielski benefit
Paid parental leave — 100% salary for maternity period, 70/81.5% for parental leave period
Employed parents insured under ZUS. Self-employed with voluntary chorobowe insurance.
Employer processes the application. ZUS pays directly.
Contribution Overview
Employee ZUS contributions (out of gross salary): Emerytalne 9.76%, Rentowe 1.5%, Chorobowe 2.45% = total ~13.71%. Health contribution: 9% (separate, goes to NFZ). Employer ZUS contributions (on top of gross salary): Emerytalne 9.76%, Rentowe 6.5%, Wypadkowe ~1.67%, Fundusz Pracy 2.45%, FGŚP 0.1% = total ~20.48%. Self-employed (JDG): pay a fixed monthly ZUS (not percentage-based for social contributions) — preferential ZUS ~400–600 zł/month for first 2.5 years, then full ZUS ~1,700 zł/month in 2026. Health contribution for self-employed: 9% of actual income (significant change from 2022).
International Social Security Agreements
Poland has social security totalization agreements with: USA, Canada, Australia, South Korea, Algeria, Libya, Morocco, Serbia, Montenegro, North Macedonia, Turkey, and some other states. These agreements prevent double contributions and allow contribution period aggregation for pension calculations. EU social security coordination applies for all EU/EEA states.
