Belize is one of the most foreigner-friendly property markets in Central America. Foreign nationals have the same freehold property rights as Belizean citizens — the Alien Landholding Licence requirement was abolished in 2001. There are no restrictions on how much land a foreigner may purchase, and no special permits are needed. Property titles in Belize exist in two forms: a Transfer Certificate of Title (TCT) under the Registered Land Act (the more secure Torrens system) and a Deed of Conveyance (older common-law system). Buyers should always use an independent Belizean attorney to verify title and conduct due diligence. The main cost to plan for is stamp duty: 8% of the purchase price for foreign nationals (non-citizens/non-residents), paid by the buyer.
Rent vs. Buy
Buying in Belize makes financial sense for long-term residents (5+ years) given the absence of capital gains tax and relatively low annual property taxes. Rental yields on Ambergris Caye and Caye Caulker can be attractive for short-term vacation rentals. However, the 8% stamp duty for foreigners makes short-term property speculation expensive. Renting first for 6–12 months before buying is strongly advised to learn the local market, neighbourhoods, and seasonal patterns. The USD–Belizean dollar peg (BZD 2 = USD 1) eliminates exchange-rate risk for US-based buyers.
Buying Process — Step by Step
Find a property and agree terms
1–8 weeksWork with a licensed real estate agent (preferably BREA-registered). Negotiate the price — typical values range from BZD 150,000–500,000 for a basic house inland to BZD 300,000–2,000,000+ for caye properties. Make a written offer letter; no binding deposit is paid at this stage.
Engage an independent Belizean attorney
1–2 weeksRetain your own licensed Belizean attorney (Belize Bar Association) — do not use the seller's lawyer. The attorney will conduct due diligence, prepare all documents, and handle the title transfer. Budget BZD 2,000–6,000 for standard residential conveyancing.
Title search at the Land Registry
1–3 weeksYour attorney searches the Land Registry (under the Ministry of Natural Resources) to confirm clear title, verify no outstanding mortgages or liens, check the correct legal description, and confirm the seller's right to sell. Both TCT (Registered Land) and Deed (General Registry) records are checked depending on title type.
Commission a land survey
1–3 weeksA licensed surveyor confirms property boundaries and prepares a surveyor's report. This is essential for land purchases and strongly recommended for all properties. Cost: BZD 500–2,500 depending on parcel size and complexity.
Sign the Purchase and Sale Agreement
1–2 weeksA formal written agreement prepared by your attorney sets out the agreed price, conditions, completion timeline, and deposit amount. A typical deposit of 10% of the purchase price is held in escrow by your attorney until completion.
Arrange financing or confirm funds
2–8 weeksIf using a Belizean bank mortgage, submit your full mortgage application (proof of income, bank statements, property valuation, attorney confirmation). If purchasing with cash or private financing, confirm wire-transfer arrangements with your attorney and bank.
Pay stamp duty and complete the transfer
2–4 weeksYour attorney prepares the Transfer of Land (or Deed of Conveyance) documents. The balance of the purchase price is paid. Stamp duty — 8% of the purchase price for foreign nationals on the amount above BZD 20,000 (USD 10,000) — is paid to the Government of Belize before registration. The attorney lodges the transfer documents at the Land Registry.
Register title and receive Land Certificate
2–6 weeks for registrationThe Land Registry (Ministry of Natural Resources, naturalresources.gov.bz) registers the new title in the buyer's name. The Notary — Mandatory for All Purchases
In Belize, there is no separate notary profession as in civil-law countries. Licensed Belizean attorneys (barristers and solicitors) act as conveyancing lawyers and handle all aspects of the property transfer — title search, document drafting, stamp duty payment, and Land Registry lodgement. Always engage your own independent attorney, not the seller's.
Mortgage
Mortgage financing from Belizean commercial banks is available but carries higher interest rates than North America or Europe. Atlantic Bank advertises a residential mortgage rate of 11% per annum. Other local banks typically lend at 8–14% per annum. Loan terms range from 10–25 years. Eligibility requires proof of income, bank statements, credit history, and a formal property valuation. Non-resident foreign buyers face significant hurdles — most local banks require permanent residency or Qualified Retired Persons (QRP) status for a standard mortgage.
20–40% of property value for local bank mortgages; up to 40–50% for foreign nationals without residency status. Some offshore international lenders provide up to 60% LTV for non-residents (40% deposit minimum).
Non-resident foreign buyers will find it very difficult to obtain a Belizean bank mortgage without a permanent residency card or QRP status. Most non-resident buyers purchase with cash or private financing. Developer financing (instalment plans for new builds — typically 10–20% deposit with balance on completion) is sometimes available and bypasses local bank requirements. Some international offshore lenders provide loans to foreigners purchasing Belize property via IBCs, usually at 60% maximum LTV.
Land Registry
The Land Registry Department, under the Ministry of Natural Resources (naturalresources.gov.bz), maintains the official title register for all "declared land" (Torrens-system TCT properties) in Belize. The General Registry Act covers older Deed-of-Conveyance properties. Title registration is mandatory and provides state-guaranteed title protection. Applications are submitted online via the Ministry portal; document drop-off/collection is available Monday–Wednesday by appointment only.
Taxes
Stamp duty on purchase: 8% for foreign nationals / 5% for Belizean citizens and permanent residents (on the amount above BZD 20,000 / USD 10,000 threshold). IBC share-transfer route: 7%. No capital gains tax in Belize — profits from property sales are not taxed. Annual property tax: approximately 1–2% of assessed undeveloped land value, levied by the local town or city council. No wealth tax or inheritance tax.
New Build vs. Existing Property
New builds in tourist areas (Ambergris Caye, Placencia, Caye Caulker) are heavily marketed to foreign buyers with instalment-plan financing. Before paying any deposit on a new build, verify the developer's track record, building permits, title to the land, and projected completion guarantees in writing. For existing properties, commission an independent structural survey — tropical climate, humidity, and termites can cause significant hidden damage to older buildings.
Selling Property
When selling, the seller pays the real estate agent commission (5–7% of sale price) and any outstanding annual property tax. The buyer (not seller) pays the stamp duty. No capital gains tax applies — profits from property sales are untaxed for both residents and non-residents. Foreign owners may repatriate sale proceeds without restriction, subject to standard bank anti-money-laundering compliance.
