Register your residence at MUP (Ministry of Interior)

All foreign nationals in Croatia must register their residential address at the local MUP (police station / policijska postaja) within 3 days of establishing a permanent address. EU citizens receive a certificate of EU residence right (potvrda o prijavi privremenog boravka). Non-EU citizens must have their work/residence permit. Your landlord is legally required to register you, but you should confirm this has been done — failing to register is both the tenant's and landlord's responsibility.

Enroll in HZZO health insurance

Enroll in the Croatian public health insurance system (HZZO) to access free or co-payment healthcare. If employed: your employer registers you automatically — confirm this has been done and obtain your MBO card (health insurance number). If self-employed: register directly at HZZO. Your HZZO insurance card (iskaznica osiguranika) is your gateway to the healthcare system. Then choose a GP (obiteljski liječnik) by registering at a practice near your address.

Get your OIB (Personal Identification Number) from Porezna uprava

The OIB (Osobni identifikacijski broj) is Croatia's 11-digit personal identification number — the single most important document you will need in Croatia. Without it, you cannot open a bank account, sign an employment contract, enroll in healthcare (HZZO), register your residence at MUP, or complete any official transaction. EU citizens and non-EU nationals alike must obtain an OIB within 8 days of establishing Croatian residence. Present yourself at any Porezna uprava office with a valid ID.

Open a Croatian bank account

A Croatian bank account is essential for receiving salary, paying rent, bills, and taxes. Croatia uses EUR since January 2023. Key banks for expats: Erste Bank (George app — best English interface), Zaba/Zagrebačka banka (largest network), PBZ (Intesa Sanpaolo group), OTP Bank. Required before you can receive salary or pay Croatian bills. Your IBAN is required for payroll, utility bills, and official government payments.

Register your vehicle at PU and obtain Croatian plates

All vehicles must be re-registered within 15 days of permanent import/residency. Technical inspection: €30–70. Registration fee: €40. Mandatory autoodgovornost (TPL) insurance: €150–450/year. Plates issued at Policijska uprava.

Register with Porezna uprava and check your tax withholding

After obtaining your OIB and starting employment, register with the Porezna uprava (Tax Administration) and verify your income tax withholding is correctly set up. Employees' taxes are withheld at source by the employer. Self-employed must set up quarterly advance tax payments (predujam poreza). Access ePorezna portal for your tax account overview. Non-EU digital nomad visa holders: confirm your tax residency status with a tax adviser to determine Croatian tax obligations.

Confirm pension registration with HZMO and choose your II. pillar fund

All employed persons in Croatia are automatically enrolled in mandatory pension insurance by their employer — I. pillar (15% of gross salary to state HZMO) and II. pillar (5% of gross salary to a private funded pension fund). Confirm your enrollment with your employer. If you haven't chosen a II. pillar fund (obvezni mirovinski fond), you are assigned to the default fund — choose your preferred fund at regos.hr. Options: AZ (Allianz), Erste Plavi, PBZ CO, Raiffeisen MAX.

Get your MBO taxpayer number at FINA

MBO (matični broj obveznika) is your unique taxpayer registration required for salary, pension (HZMO), and health (HZZO) contributions to be correctly credited. Takes 10 minutes with OIB + ID at any FINA branch.

Arrange sudski tumač translations for foreign documents

Foreign public documents need apostille + sworn translation by a sudski tumač (€30–60/page).

Short-term rentals: register with eVisitor, collect tourist tax

Short-term rental operators must obtain kategorizacija and check guests in/out on eVisitor within 24 hours. Tourist tax 2026: €1.33–2.13/night/person depending on city and season. Fines from €400 per uncheck.

Register newborn at matični ured within 30 days

Birth report mandatory within 30 days. OIB issued alongside. Parental leave (roditeljski dopust) paid by HZZO at 100% of average salary capped at €1,140/month in 2026.

Confirm your rental contract is registered with Porezna uprava

Your landlord is legally required to register your rental contract with the Porezna uprava (Tax Administration). A registered contract is required for your residence registration at MUP and provides you with legal protections as a tenant. Ask your landlord to confirm the contract is prijavljeno (registered). Without a registered contract, your tenancy is informal and you have limited legal protection.

Notarise your rental contract (ovjera potpisa) at javni bilježnik

Notarised rental contracts are required for residence permit applications and enforceable in disputes. Cost €20–40.

EU citizens: register residence within 90 days

EU/EEA/Swiss citizens staying >3 months must register at policijska uprava within 90 days. Requires address, proof of purpose (work/study/means), health insurance. Potvrda o prijavi boravka issued immediately.

Get mandatory car insurance (obvezno auto osiguranje)

Third-party motor liability insurance (AO) is mandatory for every registered vehicle under the Law on Compulsory Traffic Insurance (Zakon o obveznim osiguranjima u prometu). You cannot register or legally drive a car without it. The policy is tied to the vehicle, so anyone driving with the owner's permission is covered, and a valid policy is required at every annual registration and technical inspection (tehnički pregled).

Arrange health insurance proof for your residence application

MUP lists health insurance among the statutory conditions for granting temporary stay to third-country nationals. Which product is accepted depends on the permit purpose: for some purposes (druge svrhe — other purposes) Croatian travel health insurance (putno zdravstveno osiguranje) is accepted, while the digital nomad permit requires long-term health insurance and plain travel cover is not accepted. Once residence is approved, most residents enrol with HZZO (see the separate HZZO task).

Pet import: EU passport + microchip + rabies

EU: Pet Passport + ISO microchip + rabies >21 days. Non-EU: Veterinary Health Certificate + rabies titer from EU-approved lab. Max 5 non-commercial pets.

File annual tax return (ZPP-DOH) by 28 February

Employees with single Croatian employer do not file. Freelancers, self-employed, and expats with foreign income must file Obrazac ZPP-DOH by 28 February. 2026 rates: 18% (Zagreb) / 15–23% (other municipalities) for income up to €60,000; 28% (Zagreb) / 25–33% above — municipalities set their own rates since the old prirez was abolished in January 2024. Residents (>183 days) declare worldwide income.

Register for unemployment benefit (naknada za nezaposlenost) at HZZ

If you lose your job in Croatia, register as unemployed at HZZ within 8 days to be eligible for the naknada za nezaposlenost (unemployment benefit). You must have completed at least 9 months of insured employment in the last 24 months. Benefit amount: 55–70% of your average net salary for the first 3 months, then 45% for the remainder. Maximum duration: 52 weeks (for those with 25+ years of service). Registration also gives access to HZZ job-placement services, retraining programmes, and active labour market measures. EU/EEA citizens are entitled on the same basis as Croatian nationals after contributing to the system.

Register with HZZ if unemployed or job-seeking

If you are unemployed in Croatia, register with HZZ (Croatian Employment Service) within 30 days of losing employment to access unemployment benefit (naknada za nezaposlenost) and job search services. Eligibility for naknada requires 9 months of insured employment in the previous 24 months. HZZ also offers career counselling, retraining, and job placement services. Registration is also useful for job seekers — access to the official Burza rada job board.

Choose and register with a GP (obiteljski liječnik)

After receiving your HZZO MBO card, register with a GP (obiteljski liječnik — family physician) near your home. Your GP is the entry point for the Croatian healthcare system — you need a referral (uputnica) from your GP to see a specialist (except for emergencies). The Croatian primary care system uses community health centres (dom zdravlja) — find available GPs at hzzo.hr. You receive up to 3 visits per year to specialists without GP referral in some categories.

Register on the e-Građani digital government portal

e-Građani (e-Citizens) is Croatia's central digital government platform, enabling online access to official services including: checking your personal data in government registers, applying for child benefit, viewing employment/pension records, submitting tax declarations (via e-POREZNA), and digitally signing documents. Login options: NIAS (National Identity and Authentication System) using your eOsobna (digital ID card), Croatian bank app, or FINA token. Foreign nationals can obtain NIAS access after receiving their OIB and registering at a FINA office.

Register a Croatian SIM card with your OIB number

Purchase a prepaid or postpaid SIM card from Hrvatski Telekom, A1, or Telemach with your passport and OIB number. EU roaming rules still apply within the EU. Prepaid SIMs start from ~€1–2/day. Monthly contracts from ~€10/month. Physical ID required for all SIM registrations.

Set up mail forwarding or a Croatian postal address (HP)

Register your address with Hrvatska Pošta (HP) and consider a poštanski pretinac (PO Box) if you move frequently. For deliveries, HP provides a track-and-trace system via the HP app. Setting up HP mobile app enables parcel pickup notifications and locker delivery.

Get a Mastercard/Visa prepaid card and learn Croatian waste sorting

Croatia uses euro (€) since January 2023. Open a local account or use Revolut/N26 for daily spending. Learn Croatian mandatory waste separation: mješani otpad (mixed), papir (paper), plastika/metal (plastic/metal), staklo (glass), bio-otpad (organic). Fines apply for improper disposal. Supermarkets include Konzum, Spar, and Kaufland.

Set up e-Građani (e-Citizens) digital identity

e-Građani (e-Citizens) is Croatia's national digital identity portal at gov.hr. Provides authenticated access to hundreds of government services: tax declarations, healthcare records, birth/marriage certificate requests, pension statements, business registration, and more. Without e-Građani access, most government services require in-person visits. Register using a Croatian national ID card with chip, FINA certificate, or HT authentication. For foreigners without a Croatian ID card: FINA certificate is the main option.

Enroll in Croatian Integration Programme (Program integracije)

State-funded Croatian language courses for new residents. 70 hours minimum. Offered through HZZ (Croatian Employment Service) or HMRSS. Certificate required for permanent residence application.

Know your minimum wage and worker rights in Croatia

Croatia's minimum gross wage (minimalna plaća) for 2026 is €1,050/month (raised from €970/month in 2025, effective 1 January 2026), following annual adjustments linked to median wage growth since joining the EU. All employees — including foreign workers — are entitled to: written employment contract within 15 days, paid annual leave (minimum 4 weeks/20 working days), sick leave covered by HZZO from day 1, overtime premium (50% above hourly rate), and maternity/parental leave. EU citizens have full labour rights equal to Croatian nationals. Non-EU citizens need a valid work permit. Labour disputes are handled by municipal courts (općinski sudovi) or the Labour Inspectorate (Državni inspektorat).

Request your free annual credit report from HROK

Croatian residents can request a free copy of their credit data from HROK (the Croatian Credit Obligations Register) once per year under GDPR. This shows active loans, credit cards, leasing agreements, and any payment defaults. Errors can block loan and rental applications.

Purchase dopunsko zdravstveno osiguranje (supplementary health insurance)

Dopunsko zdravstveno osiguranje (DZO) is a voluntary supplementary insurance that covers all HZZO co-payments (participacija) — eliminating out-of-pocket costs at GP visits, specialist appointments, hospital care, emergency visits, and prescription collection. HZZO raised its premium to €15.00/month (€180/year) from February 2026 (was €7.20/month). Still the cheapest option. Available from HZZO directly or from private insurers.

Insure your home and belongings (osiguranje imovine i kućanstva)

Property insurance in Croatia splits into dwelling cover for the structure (fire, water damage, storm) and contents cover (kućanstvo) for belongings and theft. Earthquake cover is sold as a separate add-on and is worth considering given the seismic activity in Croatia. It is not legally required, but widely recommended for both owners and tenants.

Start Croatian language lessons

Learning Croatian significantly aids daily life and integration, even in English-friendly environments. Basic Croatian (A1) is sufficient for supermarkets, transport, and social interactions. B1 level is required for citizenship and many public sector jobs. Non-EU residents required to attend the integration programme (integracijski program) — 70 hours of free Croatian language instruction — should register with HZZ. Others: consider Croaticum (University of Zagreb) or private language schools.

Use your OIB (personal identification number) for all legal and financial transactions

Your OIB (Osobni identifikacijski broj) is required for all legal acts in Croatia: property purchase, company formation, vehicle registration, banking, and tax filing. Non-EU nationals receive their OIB upon first registration at the police station. Keep it on all official correspondence.

Access free legal aid through county legal aid offices

Croatia provides free primary legal aid (besplatna pravna pomoć) to residents with limited financial means. Services include legal advice, document drafting, and representation in administrative proceedings. Apply at the county (županija) legal aid office with proof of income and identity. In 2026, the income threshold for free aid is ~€1,200/month net.

Apply for child benefit (dječji doplatak) at HZMO

Dječji doplatak is a means-tested monthly child benefit for families with children up to 15 years old (or up to 21 if in secondary/higher education). Eligibility is based on household income — the income threshold is set annually by the government. For 2026, the basic monthly benefit ranges from approximately €50–100 per child depending on income bracket. EU/EEA nationals and legal residents are eligible. Apply at HZMO or submit digitally via e-Građani portal. Benefit is reviewed annually.
