Croatia fully implements EU Directive 2005/36/EC on the recognition of professional qualifications, as amended by Directive 2013/55/EU. Academic degrees are recognised through AZVO (Croatian Agency for Science and Higher Education). Regulated professions (doctors, lawyers, engineers, architects, etc.) require recognition by the competent professional body. Croatia's accession to the EU significantly simplified recognition for EU-qualified professionals — Croatian employers generally accept EU qualifications. Non-EU qualifications require a formal nostrification process.
Regulated Professions
Process: For EU/EEA professionals: apply to the relevant professional chamber with your EU qualification certificate. Simplified procedure under EU Directive 2005/36/EC — generally faster. Aptitude test or adaptation period may be required in some cases. For non-EU professionals: more complex nostrification required, typically involving AZVO (academic) assessment + professional body (practice) assessment.
Authority: Depends on profession. AZVO (azvo.hr) for academic degree equivalence. Professional chambers (komore) for regulated practice rights. Ministry of Science and Education for teaching qualifications. Ministarstvo zdravstva for healthcare professions.
Timeline: EU professionals under simplified recognition: 1–3 months. Non-EU professional nostrification: 3–12 months. Complex cases may take longer — gather all documents before starting.

Academic Degrees
Authority: AZVO — Agencija za znanost i visoko obrazovanje (Croatian Agency for Science and Higher Education)
Process: 1. Submit degree and transcript to AZVO (azvo.hr/en). 2. Provide apostilled originals and certified Croatian translations. 3. AZVO issues an equivalency decision (rješenje o priznavanju). 4. For EU qualifications: usually straightforward. 5. For non-EU qualifications: more thorough review of curriculum and accreditation.
Equivalency service: AZVO provides formal academic recognition decisions at azvo.hr. For non-binding information opinions about employability, AZVO also offers an informal assessment. ENIC-NARIC Croatia (hosted at AZVO) provides information about foreign qualifications.
Document Rules
Apostille: Documents from Hague Apostille Convention countries must have an apostille for use in Croatia. The apostille certifies the authenticity of the document's signature and seal. Apostilles are issued by designated authorities in each country (e.g., the Ministry of Foreign Affairs in many countries). Croatian apostille for Croatian public documents: Ministry of Justice (pravosudje.gov.hr).
Legalisation: For documents from non-Hague countries: full legalisation chain required — authentication by the issuing country's Foreign Ministry, then by the Croatian Embassy or Consulate in that country. More time-consuming — plan 1–4 weeks.
Sworn translation: All foreign documents for official Croatian use must be translated by a Croatian sworn court interpreter/translator (stalni sudski tumač) appointed by the competent County Court or the Ministry of Justice. Search the court interpreter database at sudacka-mreza.hr (Court Network database). Cost: €30–60 per page.

Typical Timelines
Academic qualification assessment (AZVO): 2–4 months for standard cases. Regulated profession recognition for EU/EEA professionals: 1–3 months (maximum 3 months by law, extendable by 1 month). Regulated profession recognition for non-EU professionals: 3–12 months. Medical doctor recognition (HLK): up to 3 months from complete application; requires B2 Croatian language certificate. Gather all documents (originals, apostilles, certified translations) BEFORE submitting — incomplete applications significantly delay the process.
Croatian employers in the private sector (especially IT, tech, and international companies) often accept foreign qualifications without formal nostrification for non-regulated roles — engineering, programming, marketing, and management roles can typically be filled without formal recognition. Public sector employment and all regulated professions strictly require formal recognition by the competent authority. Croatian language proficiency: medical professionals must hold a B2-level Croatian language certificate before HLK will issue recognition; other regulated professions increasingly expect Croatian language competence for public-facing roles. Since June 2022, Croatia's recognition procedures are governed by the Act on the Recognition and Assessment of Foreign Educational Qualifications, based on the Lisbon Convention. EU Directive 2005/36/EC applies for EU/EEA professionals.
