Croatian (Hrvatski) is a South Slavic language written in the Latin alphabet with 30 letters including characters with diacritics (č, ć, đ, dž, š, ž). It is closely related to Serbian and Bosnian (the three are mutually intelligible) but Croatia maintains its distinct language as a matter of national identity. Croatian grammar is complex (7 grammatical cases) but pronunciation is phonetically regular — what you see is what you say. English is widely spoken in Zagreb, tourist areas, and by younger Croatians (Croatia consistently ranks highly for English proficiency in the EU). Learning Croatian demonstrates respect for the culture and significantly aids integration and daily life.
Integracijski program (Integration Programme)
Non-EU nationals receiving a first-time residence permit (temporary or permanent) for more than 12 months in Croatia. Mandatory for those required by MUP to attend as part of their permit conditions.

A1/A2 Croatian language certificate. Required for permanent residence applications. Shows commitment to integration.

Tečajevi hrvatskog jezika za strance (Croatian language courses for foreigners)
Croatia does not have the same extensive free state-funded language course system as Northern European countries. The main free provision is the integration course for non-EU residents. Croatian public universities offer courses open to international students at discounted rates.
Integration course: non-EU residents as above. University courses: enrolled international students. Other public courses: check with HZZ regional offices.
Integration course: free. HZZ-organised language courses (rare): free for eligible unemployed. Other public provision: minimal.

Language Levels — What Each Means
Can handle everyday situations: introduce yourself, shop, give directions, understand basic signs and notices. Can hold simple conversations about familiar topics.
Required for: Integration programme completion. Basic residence administration. Minimum for permanent residence application.
Can communicate in most everyday situations. Can understand main points of Croatian media. Can write simple connected text. Can participate in conversations in Croatian workplaces.
Required for: Citizenship application (minimum B1 CROT certificate). Government/public sector employment. Many Croatian employers prefer at least B1 for client-facing roles.
Can communicate fluently with native speakers. Can understand complex Croatian texts. Can write clearly on a wide range of topics. Near-professional level.
Required for: Most professional employment roles requiring Croatian. Some regulated professions. University study in Croatian.
Advanced. Can use language flexibly and effectively for professional, academic and social purposes.
Required for: Academic positions in Croatian institutions, high-level government roles.
Mastery. Near-native Croatian proficiency. Can use language spontaneously and precisely across all domains.
Required for: Literary translation, senior academic and judicial roles in Croatian.

Funding Your Language Courses
Free integration courses for eligible non-EU immigrants through HZZ. HZZ also funds retraining programmes that may include Croatian language for unemployed persons. EU-funded language programmes occasionally available through ESF projects. No broad entitlement to free Croatian language courses for EU citizens — self-funded or employer-supported. Check with your employer — some larger Croatian companies (multinationals) offer Croatian language benefits.
Practical Tips

Croatian has 7 grammatical cases — this is the biggest challenge for English speakers. Focus on understanding patterns rather than memorising all endings at once.

Croatian pronunciation is consistent and logical — once you learn the sound of each letter (particularly č, ć, đ, š, ž), you can pronounce any word you see.

Immersion is the fastest path — watch Croatian TV (HRT), listen to Croatian radio, and speak with Croatian friends even when it feels difficult.

Croats are very appreciative when foreigners make the effort to speak Croatian — even "Dobar dan" and "Hvala" earn genuine warmth.

Dalmatian Croatian dialect differs noticeably from standard Zagreb Croatian — coastal residents may use different vocabulary and pronunciation. Standard Croatian (based on Zagreb norm) is understood everywhere.

Slavic language background is a huge advantage — if you speak Russian, Polish, Slovak, Czech, or another Slavic language, Croatian will be significantly easier.
