Croatia's social security system is a contributory Bismarck-style system with three main pillars: pension insurance (mirovinsko osiguranje — split between state and funded pillars), health insurance (zdravstveno osiguranje via HZZO), and employment insurance (zapošljavanje via HZZ). Social benefits (socijalna skrb) are administered by the Croatian Institute for Social Work (CZSS — Centar za socijalnu skrb) and municipalities. The system is less generous than Northern European welfare states but provides a safety net. Significant reforms have been ongoing since EU accession.

Apply at any Porezna uprava (Tax Administration) office with a valid ID document. EU citizens need their national ID card or passport. Non-EU nationals need a valid passport and residence documentation. The OIB is assigned within 1–5 business days — first-time registrants may receive it on the same day at the counter.

Naknada za nezaposlenost
Monthly cash benefit for eligible unemployed persons registered with HZZ (Croatian Employment Service).
Must have at least 9 months of insured employment in the previous 24 months. Must be involuntarily unemployed. Must register with HZZ within 30 days of becoming unemployed. Must actively seek employment.
Register in person at your nearest HZZ office within 30 days of last employment. Bring: OIB, ID, confirmation of employment termination, and bank account IBAN.
Zajamčena minimalna naknada (Guaranteed Minimum Benefit)

Means-tested benefit for individuals and families in financial hardship.
Croatian residents with insufficient income and assets. Must actively seek work (working-age claimants). Must be registered at CZSS.
Apply at your local CZSS (Centar za socijalnu skrb — Centre for Social Work). Regular review required.
Dječji doplatak (Child Benefit)
Dječji doplatak
Monthly cash benefit for families with children, income-tested.
Croatian residents with children under 15 (or 21 if in education/disabled) whose household income per member falls below the means-tested threshold.
Apply at HZMO offices or online at mirovinsko.hr.
One-time newborn grant
Jednokratna potpora za novorođenče
One-time payment to parents upon birth of a child. Separate from the monthly rodiljni paušal (which is the monthly flat-rate benefit for non-employed mothers during maternity leave).
Parents with Croatian HZZO health insurance at time of birth. Paid per child, including for multiple births.
Apply via e-Citizens portal or at HZZO office within 6 months of birth.
Starosna mirovina (State Pension)

Monthly state pension from HZMO, based on contribution record.
Minimum 15 years of pensionable service + reaching retirement age (65 years 9 months in 2026).
Apply at HZMO office or via mirovinsko.hr. Begin 3–6 months before planned retirement.
Contribution Overview
Total mandatory employment contributions in Croatia: Employee: 20% of gross salary (15% pension I. pillar + 5% pension II. pillar). Employer: 16.5% health insurance + 1.7% employment contribution = 18.2% above gross salary. Self-employed: pay both employee and employer-equivalent portions — approximately €450–700/month combined.
International Social Security Agreements
Croatia participates in EU Regulation 883/2004 — contribution periods in all EU/EEA countries count towards Croatian pension eligibility and vice versa. Bilateral agreements with: Australia, Canada, South Korea, and several other non-EU countries. Check HZMO for the current list.
For expats: enroll in the Croatian system as soon as you start working. Keep HZMO statements showing your contribution history. The III. pillar voluntary pension (dobrovoljni mirovinski fond) is particularly recommended for expats who may not accumulate a full Croatian state pension — contributions receive a 15% state subsidy and are tax-deductible.
