Visa-Free Access

Croatia is a member of the EU and the Schengen Area (since 1 January 2023). EU/EEA citizens can live and work in Croatia indefinitely using only their national ID card or passport — no visa required. Schengen visa holders can visit Croatia for tourism up to the limits of their Schengen visa. Visa-free short stays (up to 90 days in any 180-day period) are available to citizens of many countries including USA, Canada, Australia, Japan, South Korea, UK, Switzerland, Brazil, and other countries with bilateral agreements with the EU. Check the current Schengen visa-free list on the Croatian Ministry of Foreign Affairs website (mvep.gov.hr).

Croatia joined the Schengen Area on 1 January 2023 — internal border controls with other Schengen countries have been removed. This significantly simplified travel within Europe for Croatian residents. However, Croatia's accession means non-Schengen visitors' 90/180-day Schengen allowance now includes Croatian stays. EU citizens have full freedom of movement in Croatia — no permits needed, just OIB registration and MUP address registration. Non-EU nationals should carefully track their 90/180-day Schengen clock if not holding a Croatian residence permit. EU/EEA Residence Registration Certificate

💡 EU citizens must register at MUP within 8 days of establishing residence. Register at the MUP police station nearest to your address. After 5 years of continuous legal residence, you can apply for permanent residence (stalni boravak EU).

Temporary Residence and Work Permit

💡 Quota system: Croatia sets annual quotas for non-EU workers by sector. Your employer must confirm quota availability. The permit ties you to a specific employer — changing jobs requires a new permit application. Family reunification for permit holders is possible after 1 year.

Digital Nomad Temporary Residence

Non-EU nationals who work remotely for employers/clients outside Croatia

Requirements

✓Proof of monthly income of at least €2,539 (or equivalent)
✓Health insurance for the duration of stay
✓Proof of accommodation in Croatia
✓No outstanding tax liabilities

💡 Key advantage: digital nomads are NOT required to pay Croatian income tax (as they are not considered tax residents if staying under 183 days, or if they clearly maintain tax residency elsewhere). Must not work for Croatian clients while on this permit. Croatia was among the first EU countries to introduce a dedicated digital nomad visa (January 2021). Cannot transition to a regular work permit without leaving Croatia.

Long-term (D) Visa

💡 Croatia's digital nomad visa (introduced January 2021) was one of the first in the EU. Key benefits: legal residence for 1 year; may not trigger Croatian tax residency if staying under 183 days; no requirement to pay Croatian social contributions. Key restriction: cannot work for Croatian clients or employers while on this permit. Croatia has excellent digital nomad infrastructure — coworking spaces in Zagreb, Split, Dubrovnik, and Rovinj. Apply at Croatian Embassy before arrival or at MUP in Croatia. After the 6-month gap period, can reapply for another year.

EU Blue Card (Croatia)

Non-EU/EEA nationals with a recognised higher education qualification (university degree, 3+ years) and an employment contract with a Croatian employer at a gross annual salary of at least 1.5× the average gross annual salary in Croatia (approximately EUR 36,000–38,000/year gross in 2026; verify the current threshold at mup.gov.hr before applying).

✓University degree (3+ years) recognised in Croatia or under EU recognition procedures
✓Employment contract with Croatian employer for at least 6 months

✓Clean criminal record (apostilled and translated into Croatian)

💡 The EU Blue Card allows mobility to other EU member states after 18 months in Croatia. Spouse and dependent children receive a residence permit with the right to work. After 5 years of lawful residence in Croatia, long-term EU resident status can be applied for. Croatia joined the Schengen Area on 1 January 2023 — a Croatian Blue Card or residence permit allows free travel across the Schengen zone. The competent authority is MUP (mup.gov.hr).
