Which insurances you actually need in Croatia, prioritised.
Croatia's insurance market is EU-regulated and covers all standard product categories. Major providers include Croatia osiguranje (the largest domestic insurer, majority-owned by Generali), Allianz Croatia, Euroherc, Uniqa, Wiener Stadtische, and Jadransko osiguranje. Car insurance (obvezno osiguranje) is mandatory; other insurances are voluntary. Since euro adoption, all insurance products are denominated in EUR. Dopunsko zdravstveno osiguranje
Supplementary health insurance that covers HZZO co-payments (participacija). Eliminates out-of-pocket costs at GP, hospital, prescriptions, and emergency visits.
Who needs it: All HZZO-insured persons — the value is exceptional. At €7.20/month from HZZO itself, one specialist visit with co-payment waived pays for the whole year.
Annual cost: €86/year (HZZO) or €120–300/year (private providers with broader coverage)
Purchase directly from HZZO for the cheapest rate (€7.20/month). Some private providers offer DZO combined with additional health benefits (dental, glasses) — compare at compareit.hr.
Mandatory Car Insurance (Third-Party Liability)
Mandatory by Croatian law for all registered vehicles. Covers damage to third parties caused by the insured vehicle.
Who needs it: Every vehicle owner with a registered vehicle in Croatia.
Annual cost: €200–600/year depending on vehicle, driver age, history, and region
Compare OAO prices at e-osiguranje.hr or through brokers. New arrivals with a foreign driving record may face higher premiums initially. Green Card (Zelena karta) international third-party liability — available from Croatian insurers for driving in other countries.
Property Insurance (Homeowner)
Covers the building structure against fire, natural disasters, earthquake, flooding, subsidence, and other perils. Distinct from contents insurance.
Who needs it: All property owners. Typically required by mortgage lenders.
Annual cost: €100–400/year depending on property value and location
After the 2020 Zagreb earthquake (magnitude 5.5), property insurance with earthquake coverage has become more widely sought. Ensure your policy includes potres (earthquake) coverage — not always standard.
Comprehensive Car Insurance
Comprehensive (full kasko) or partial (djelomični kasko) coverage for damage to your own vehicle from accident, theft, fire, natural disaster, and vandalism.
Who needs it: Owners of newer or higher-value vehicles. Mandatory if the vehicle is financed (leasing or car loan).
Annual cost: €400–1,500/year depending on vehicle value and coverage level
Croatia has a significant rate of road accidents on the coast (narrow roads, tourist unfamiliarity). Full kasko is advisable if driving regularly on coastal mountain roads. Djelomični kasko covers theft and natural events but not collision.
Home Contents & Liability Insurance
Covers theft, fire, water damage, and accidental damage to home contents. Liability component covers damage you accidentally cause to others (neighbours, third parties).
Who needs it: All renters and homeowners. Many rental contracts require it.
Annual cost: €80–200/year for standard apartment coverage
Essential for renters — protects against catastrophic loss (burglary, fire, flooding). Croatia has experienced significant earthquake activity (Zagreb 2020, Petrinja 2020) — ensure earthquake damage is covered in your policy.
Travel Insurance
Covers medical emergencies, trip cancellation, lost luggage, and repatriation while travelling outside Croatia.
Who needs it: All travellers outside Croatia, particularly to non-EU countries (EHIC not valid outside EU/EEA).
Annual cost: €50–150/year for annual multi-trip policy; €15–50 per trip for single-trip
EU EHIC covers emergencies in EU/EEA — travel insurance still recommended for trip cancellation, luggage, and full medical coverage. Annual multi-trip policy is good value for frequent travellers.
Life Insurance
Provides financial protection for dependants in case of death or disability.
Who needs it: Persons with financial dependants (children, spouse without independent income). Often required by mortgage lenders.
Annual cost: €200–800/year depending on coverage amount, age, and health
Private Pension Insurance (III. stup)
Voluntary third-pillar pension saving — supplements the mandatory state (I. pillar) and funded (II. pillar) pensions. Tax-deductible contributions up to €66.91/month.
Who needs it: All employed persons, particularly those who may not accumulate full Croatian pension entitlement (expats, late arrivals). Self-employed especially benefit.
Annual cost: Based on contribution — maximum tax-deductible: €66.91/month (€802.92/year) in 2026

Earthquake coverage: given Croatia's seismic activity, ensure property and home contents policies explicitly include earthquake (potres) coverage.
