Municipal subsidies cover the majority of costs — parents pay 15–50% depending on income. Zagreb City typically charges €100–150/month for standard income families. Some municipalities offer free places for low-income families.

Apply through your local city/municipal office (gradski ured za odgoj i obrazovanje) or directly to the chosen jasle institution. Bring: child's birth certificate, health booklet (zdravstvena knjižica), OIB, proof of parents' employment and income.

⏱️ Apply immediately after birth — waiting lists in Zagreb can be 6–12 months. Private (privatne jaslice) nurseries have shorter waits but higher costs (€400–700/month).

Vrtić (Kindergarten) €80–180/month (public, means-tested)

Subsidy available

Same subsidy system as jasli — significant municipal subsidies, with parents paying based on income level. Third and subsequent children often attend free. Pre-school year (predškola, age 5–6) is free and mandatory for all children.

Apply to the local municipal kindergarten during annual enrollment period (typically March–April for September start). Online applications available in Zagreb via Zagreb City portal.

⏱️ Register immediately when the child turns 2 for September intake. Public kindergartens (dječji vrtići) are in high demand, particularly in Zagreb. Private kindergartens available at €400–800/month.

Public Primary School Free

Osnovna škola

Ages: 6/7 – 14/15 years (8 years / grades 1–8) · Language: Croatian. Minority language schools available in areas with Italian, Hungarian, Czech, Slovak, and Serbian minorities.

Contact your local osnovna škola (catchment area system — škola prema adresi) or the city education office. Bring: birth certificate, health certificate (liječnička potvrda), and OIB. Children not born in Croatia may undergo a brief assessment. Enrollment typically in May for September start.

Croatia's primary education is 8 years (grades 1–8), unusually long compared to many EU countries. Quality varies between schools and regions — urban schools generally better resourced. English is mandatory from grade 1 in most schools. Textbooks are provided free to students from low-income families; others typically purchase them at the start of each year.

Public Secondary School Free

Srednja škola / Gimnazija / Strukovna škola

Ages: 14/15 – 18/19 years (4 years) · Language: Croatian

After completing osnovna škola, students apply through the national e-Upisi system (e-upisi.hr) — applications submitted online with primary school grades determining placement. Gimnzija (academic track) requires strong grades; Strukovna škola (vocational track) has broader access.

Three main tracks: Gimnazija (grammar school, academic preparation for university), Četverogodišnja strukovna škola (4-year vocational, leads to matura), Trogodišnja strukovna škola (3-year vocational, leads to vocational qualification). Matura (state exam) required for university admission. Strucna matura for vocational graduates.

International Schools

Zagreb has several international schools offering English-language education: American International School of Zagreb (AISZ) — full K-12 education, IB curriculum; Zagreb International School (ZIS); and various private schools with bilingual programmes. Annual fees: €8,000–20,000/year. Split and Rijeka have limited international school options. Most international families in Croatia concentrate in Zagreb for schooling reasons.

University

Tuition fee

Public universities: Free for Croatian citizens and EU citizens meeting admission requirements (regular students). Tuition fees apply for irregular students (part-time) and most non-EU international students: €500–3,000/year for EU citizens; €2,000–8,000/year for non-EU students depending on the programme. Private universities and polytechnics: €3,000–8,000/year.

Semester fee

Modest student registration fees (upisnina) of €50–150/semester for regular students at public universities, even where tuition is free.

Student visa

EU/EEA students: no visa required — register residence at MUP. Non-EU students: apply for student residence permit (dozvola boravka u svrhu studiranja) at Croatian embassy before arrival. Requires: university acceptance letter, proof of financial means (minimum €900/month or sponsor), health insurance, proof of accommodation.

Health insurance

Croatian students are covered by mandatory health insurance through the student system — contribute to HZZO at a significantly reduced rate. Foreign EU students can use their EHIC for the duration of study. Non-EU students must provide proof of private health insurance or enroll in the Croatian public system.

Application process

Applications via the National Information System for Applications to Higher Education Institutions (NISpVU) at postani.student.hr. Applications open April–June for September intake. EU students apply on equal terms with Croatian students for regular (state-funded) places. Required: matura results or equivalent foreign qualification recognition from AZVO.

€200–600 per level/module

Private language schools in Zagreb and Split offer Croatian courses. Quality varies. Group classes (tečaj) more affordable than individual tuition (individualne lekcije at €20–50/hour).

Integration Croatian course (for non-EU immigrants) Mandatory

Provider: HZZ and authorised centres · Duration: 70 hours (minimum) · Levels: A1–A2

Free for eligible non-EU immigrants

Non-EU immigrants with long-term residence permits are required to attend Croatian language and culture integration courses. Organised through HZZ (Croatian Employment Service). A1/A2 language certificate is required for permanent residence applications.
