Maternity, parental leave and child benefits in Croatia.
Croatian family rights are governed by the Family Act (Obiteljski zakon) and the Maternity and Parental Benefits Act (Zakon o rodiljnim i roditeljskim potporama). Croatia has a comprehensive system of maternity and parental leave financed by the Croatian Health Insurance Fund (HZZO). Parental leave benefits were expanded and improved in recent years to encourage higher birth rates. Both parents have rights, with specific periods reserved exclusively for each parent.
Rodiljni dopust (Maternity Leave)
Before birth: 28 days before the expected birth date (mandatory). Can be extended to 45 days before birth for pregnancy complications or multiple births.
After birth: First 6 months (total rodiljni dopust including pre-birth period): fully paid by HZZO at 100% of average salary from the last 12 months (capped at 1.3x average Croatian salary — approximately €2,000–2,200/month in 2026). From 7–12 months: roditeljski dopust (parental leave, shared) — paid by HZZO at 100% up to the cap.
Job protection: Employment contract cannot be terminated during rodiljni dopust. Employee has the right to return to the same or equivalent position. Protection extends until the child is 2 years old in cases of serious illness. Croatian law provides strong job protection — consult Inspektorat rada if rights are violated.
Roditeljski dopust (Parental Leave)
Max duration: After the 6-month maternity period: parents can use parental leave (roditeljski dopust) until the child is 8 years old. Total entitlement per child: 8 months of paid parental leave (4 months per parent) — the father's 4 months are not transferable to the mother (use-it-or-lose-it to encourage paternal involvement). From 8 months until the child turns 8: additional unpaid leave available.
Split rules / Elterngeld: The parental leave system encourages fathers to take their 4 months. If both parents take their full entitlement: up to 12 months of total paid leave (6 maternity + 6 parental). Single parents can use both portions. Part-time parental leave (half-time) is also available — duration doubles.
Benefits
Rodiljni paušal (Birth benefit / Birth lump sum)

Duration: One-time payment per birth
Eligibility: All mothers with Croatian health insurance (HZZO) regardless of employment status
How to apply: Apply through e-Citizens portal or at your nearest HZZO office within 6 months of birth
Payable even to unemployed mothers covered by HZZO. For multiple births (twins, triplets), paid per child.
Dječji doplatak (Child benefit)
€66–100/month per child (income-tested)
Duration: Monthly until child turns 15 (or 21 if in education/disability)
Eligibility: Households with children where income per family member is below a means-tested threshold. Applied on total family income.
How to apply: Apply at the Croatian Pension Insurance Institute (HZMO) with birth certificate, OIB, and income documentation
Means-tested benefit — not available to higher-income families. Amount varies by number of children (more children = higher rate). Child with disability receives higher amount.
HZZO Maternity/Parental benefit
100% of average salary (capped at approximately €2,000–2,200/month) for first 6 months; 100% up to cap for parental months
Duration: 6 months maternity + 4 months per parent (roditeljski dopust)
Eligibility: Employed mothers (and fathers for parental leave) with HZZO coverage
How to apply: Your employer initiates through HZZO. Apply at HZZO office with employment contract and birth/expected birth documentation.
One of the more generous maternity/parental benefit rates in the EU. The cap means very high earners receive less than their full salary.
Jednokratna pomoć za novorođenče od Grada Zagreba (Zagreb City birth grant)
€1,327–1,991 (varies by birth order — higher for each subsequent child)
Duration: One-time payment
Eligibility: Parents with registered residence in the City of Zagreb at time of birth
How to apply: Apply at Zagreb City Office (Gradski ured za socijalnu zaštitu) within 3 months of birth
Zagreb offers the most generous municipal birth grant in Croatia. Other cities (Split, Rijeka, etc.) have their own smaller grants — check with your local municipality.
Sick child leave
Njega djeteta (Childcare sick leave): Parents can take paid sick leave to care for a sick child up to age 8 (or age 18 for children with disabilities or serious illness). Payment: 70% of salary from HZZO (similar to regular sick leave) from day 1. No limit per year for serious childhood illness. Doctor's note from the child's paediatric doctor required.
Birth registration
Croatian-born children must be registered at the local registry office (matični ured) within 30 days of birth. Hospital usually initiates the process. For children of foreign nationals: also register with your country's consulate for your nationality's birth registration. Foreign-born children of Croatian parents: register at the competent matični ured through the Ministry of Foreign Affairs.
Childcare rights
Children from age 3 are entitled to a pre-school place (vrtić/kindergarten). Pre-school year (predškola, age 5–6) is compulsory and free. Municipal kindergartens are subsidised (means-tested fees). Parents have the right to choose a kindergarten outside their catchment area if space is available. Working parents of young children (under 3) have priority for kindergarten places.
