Steps to register:
- 1 1. Obtain a VÖEN (Vergi Ödəyicisinin Eyniləşdirmə Nömrəsi — Taxpayer Identification Number) from the Ministry of Taxes (taxes.gov.az). Required before any registration.
- 2 2. Register as a fərdi sahibkar (individual entrepreneur) at taxes.gov.az or via an ASAN Xidmət centre. Online registration is free and typically completed in 1–3 days.
- 3 3. Choose your tax regime: Simplified Tax (sadələşdirilmiş vergi) for businesses with annual turnover under ₼200,000 — rates vary by activity (typically 2–4% of revenue). Or the standard income tax regime (14%/25%) if above the threshold or if it is more advantageous.
- 4 4. Open a business bank account at Kapital Bank, ABB or PASHA Bank — most banks require VÖEN, registration certificate and a local phone number.
- 5 5. Register for VAT (ƏDV) if annual turnover exceeds ₼200,000. Below this threshold, VAT registration is optional but may be advantageous for B2B clients who want to recover input VAT.
- 6 6. Issue invoices with your VÖEN, full name or company name, date, service description, amount in AZN and bank account (IBAN).
- 7 7. File and pay taxes monthly or quarterly via the e-Tax portal (taxes.gov.az) using your ASAN imza (e-signature) or e-gov.az login.
- 8 8. As a foreign national, you need a valid Temporary Residence Permit (TRP) to legally operate as a fərdi sahibkar or MMC director in Azerbaijan.
Tax registration
Ministry of Taxes of Azerbaijan at taxes.gov.az. Register online using an ASAN imza (digital signature) or visit an ASAN Xidmət service centre in person. The e-Tax portal (taxes.gov.az) handles all filings, payments and declarations.
VAT threshold
₼200,000 annual turnover. Below this threshold, the Simplified Tax regime applies (2–4% of gross revenue depending on activity type) without mandatory VAT. Above ₼200,000: register for VAT (ƏDV) at 18% and switch to the standard tax regime.
Invoicing
Invoices must include: VÖEN (taxpayer number), full legal name, client name and VÖEN, invoice number, date, service description, amount in AZN, currency and bank account (IBAN). For VAT-registered entities, include the VAT rate and amount separately. Electronic invoicing (e-Qaimə) is required for most VAT-registered businesses.
Social security
Fərdi sahibkarlar must pay social insurance contributions independently at 25% of declared income (combining employee and employer portions) to the State Social Protection Fund (sspf.gov.az). Health insurance (ICBAR) contributions also apply in the non-oil sector at 2% of income.
💡 Foreign nationals operating as sole traders or company directors in Azerbaijan must hold a TRP linked to their business activities. Consult a local accountant (mühasib) for the optimal tax regime — the Simplified Tax is often more cost-effective for service-based freelancers with turnover below the VAT threshold.
