Driving in Azerbaijan is governed by the Road Traffic Rules (Yol Hərəkəti Qaydaları). Azerbaijan drives on the right. Road quality is good on major highways between cities but deteriorates on secondary and rural roads. Baku city traffic is heavy, particularly during morning (08:00–10:00) and evening (17:00–19:30) rush hours. Police checkpoints are common on intercity roads — always carry all required documents. Zero blood alcohol tolerance (0.00% BAC) is strictly enforced. OSAGO third-party insurance is mandatory for all vehicles.
Driving Licence Exchange
Visitors may drive on a valid foreign driving licence or International Driving Permit (IDP) for up to 6 months from arrival. After 6 months of continuous residence (TRP), the foreign licence must be exchanged for an Azerbaijani driving licence at the State Road Police (Dövlət Yol Polisi, mvd.gov.az). Most nationalities must pass a theory examination in Azerbaijani.
EU licences carry no automatic reciprocity in Azerbaijan. For the first 6 months of residency, your EU licence plus an IDP is accepted. After 6 months (with a TRP), exchange at the State Road Police: submit EU licence, passport, TRP, medical certificate (tibbi arayış), and passport photos. A theory examination in Azerbaijani is typically required — enroll in a licensed driving school (sürücülük məktəbi) for the exam preparation course.
Some EU countries may have bilateral agreements with Azerbaijan — confirm current status at the State Road Police (mvd.gov.az) before starting the process. Your original EU licence is retained by the authorities upon exchange.
Russia, Ukraine, Georgia, Kazakhstan, Belarus, Moldova, Uzbekistan, Kyrgyzstan, Tajikistan, Armenia
CIS country nationals can exchange their driving licence with a simplified process: submit foreign licence, passport, TRP, medical certificate, and passport photos at the State Road Police. A theory test may be waived depending on reciprocal agreements. Check current requirements with the State Road Police.
CIS reciprocal licence agreements apply. Bring originals and certified copies of all documents. Processing: 1–2 weeks.
Most non-CIS foreign nationals must: (1) Obtain a medical certificate (tibbi arayış) confirming fitness to drive; (2) Pass a theory examination at an accredited driving school in Azerbaijani language (or with interpreter in some cases); (3) A practical test is sometimes required. Submit to the State Road Police: foreign licence (original), TRP, passport, medical certificate, 2 passport photos, and completion certificate from driving school theory course.
Theory test covers Azerbaijani road signs, traffic rules, and penalties. Courses available at licensed driving schools (sürücülük məktəbi). Allow 4–8 weeks for the full process. Your original foreign licence is retained by the authorities.
Road Rules
Urban areas: 60 km/h (some 30 km/h zones near schools). Rural roads: 90 km/h. Baku–Sumgayit expressway and major motorways: 110 km/h. School zones and marked areas: 30 km/h.
0.00% BAC — zero tolerance. Any detectable alcohol results in licence confiscation, significant fine, and possible criminal charge. Breathalyser tests are routine at police checkpoints.
Handheld mobile phone use while driving is prohibited. Fine: ₼40–80. Hands-free is permitted.
Seatbelts mandatory for driver and all passengers. Fine for non-compliance: ₼40–60. Police enforce this actively.
Children under 12 or under 150 cm must use an appropriate child seat. Fine: ₼40–80.
Traffic Fines (Bußgeldkatalog)
Traffic fines in Azerbaijan are issued by the State Road Police (Dövlət Yol Polisi). Fines can be paid online via the e-gov.az portal, at ASAN Ödəniş terminals, or at banks. Unpaid fines can result in vehicle impoundment. Foreign nationals can have fines enforced at checkpoints.

Buying a Car
Azerbaijan has an active used-car market, predominantly Japanese, Korean, European, and Russian vehicles. Turbo.az is the leading used-car marketplace. Import duties on new and used cars are significant, making locally-sourced used cars more affordable. Verify the vehicle's history (accidents, outstanding debts) before purchase.

- 3.Verify the vehicle registration certificate (texniki pasport) and ownership documents.
- 4.Check the car has no outstanding fines or debts at the State Road Police portal (e-gov.az).
- 5.Sign a sales agreement (alqı-satqı müqaviləsi) — notarised for higher-value vehicles.
- 6.Transfer ownership at the State Road Police office — bring passport, TRP, VÖEN, and vehicle documents.
- 7.Purchase OSAGO insurance immediately (mandatory before driving).
- 8.Re-register the vehicle in your name — number plates may need to be changed.

Registration, Insurance & Tax
All vehicles must be registered with the State Road Police (Dövlət Yol Polisi). Foreign nationals with a TRP can register vehicles in their name. Documents required: passport, TRP, VÖEN, purchase agreement, and previous registration documents. Registration is processed at the State Road Police Vehicle Registration Service. Re-registration is required within 10 days of purchase. Vehicle registration certificate (texniki pasport) is the primary document.
OSAGO (Avtomobil Sahiblərinin Məcburi Sığortası — mandatory third-party motor liability insurance) is required for all vehicles. Must be purchased from a licensed Azerbaijani insurer. Cost: ₼80–200/year depending on vehicle type and engine size. Proof of insurance must be kept in the vehicle and shown at police checkpoints. Driving without OSAGO is an administrative offence.
Mandatory vehicle technical inspection (texniki müayinə) is required for all vehicles. New vehicles: exempt for the first 3 years. Vehicles over 3 years: annual inspection required. Conducted at licensed inspection stations. Fee: ₼20–40. Vehicles failing inspection cannot be driven until defects are corrected.
Cycling
Cycling infrastructure in Baku is developing. The Baku Boulevard (Bulvar) offers a dedicated cycling path along the Caspian seafront. The government has expanded cycling lanes in some central Baku areas. Outside the Boulevard, road cycling is challenging — drivers are aggressive and cycle lanes are sparse.
