Social Security in Azerbaijan
Benefits, contributions, and how the system works for expats.
Azerbaijan's social security system is administered by the State Social Protection Fund (Dövlət Sosial Müdafiə Fondu — DSMF, sspf.gov.az). It covers state pension, sick leave benefit, maternity benefit, childcare benefit, and unemployment allowance. All employed workers — including foreign nationals with a work permit and TRP — are enrolled automatically when they start work. Employee contribution is 3% of gross salary; employer pays 22%. The system provides a safety net but benefit levels are modest by international standards.
Social Insurance Number
Sosial sığorta nömrəsi (SSN) / VÖEN (Vergi Ödəyicisinin Eyniləşdirmə Nömrəsi)
Your employer registers you with the DSMF and the social insurance number is linked to your VÖEN (Tax ID). Your employer's HR department handles this automatically on commencement of employment. If you are self-employed (fərdi sahibkar), register independently at the DSMF (sspf.gov.az) or via your ASAN imza online. Your VÖEN serves as the primary identifier across tax and social insurance systems.

State Labour Pension

Contribution-based state pension paid from the DSMF. Based on accumulated contribution points (insurance experience and salary history). Azerbaijan uses an individual pension account system alongside the pay-as-you-go element.
Retirement age: 65 for men (gradually increasing from 62); 60 for women. Minimum 25 years of social insurance contributions to receive a full pension. Reduced pension available with fewer contribution years.
Apply at the DSMF regional office 3 months before planned retirement with passport, social insurance certificate, employment record book (əmək kitabçası), and contribution history statement from DSMF.
Sick Leave Benefit

Short-term income replacement when an employee is unable to work due to illness or injury. Employer pays 100% of salary for the first 14 days; DSMF pays the benefit for longer periods.
Employees covered by social insurance. Requires a medical certificate from a licensed doctor. Minimum 8 months of social insurance contributions required for DSMF-funded benefit beyond 14 days.
Employer processes the first 14 days automatically. For extended sick leave: employer submits documents to DSMF. Medical certificate (tibbi arayış) required from day 1.
Maternity Benefit

Full salary replacement for the maternity leave period (70 days before + 56 days after birth = 126 calendar days standard; extended for multiple births or complications).
Employed women contributing to DSMF. Applied retroactively to cover the full maternity leave period.
Employer submits documents to DSMF including medical pregnancy certificate and maternity leave notification. HR handles the process. Payment via employer payroll reimbursed by DSMF.
Childcare Benefit

Monthly benefit for the parent on childcare leave from the child's birth until 1.5 years of age.
Parent who has taken official childcare leave and contributes to DSMF.
Employer submits application to DSMF. Paid monthly via employer payroll system reimbursed by DSMF.
Unemployment Benefit

Short-term income support for workers who lose their job involuntarily and register with the State Employment Agency (DMA).
Must have paid social insurance for at least 6 months in the past 12 months. Must be registered as unemployed at DMA (dma.gov.az) within a short window of job loss. Must actively seek employment.
Register as unemployed at the State Employment Agency (Dövlət Məşğulluq Agentliyi, dma.gov.az) in person or online. Submit employment termination documents and social insurance contribution history.
Contribution Overview
Social insurance (sosial sığorta) contributions for non-oil private sector — 2026 tiered structure: 1. SOCIAL INSURANCE: First AZN 200/month: employee 3% (AZN 6) + employer 22% (AZN 44). Income AZN 200–8,000: employee AZN 6 + 10% of excess above AZN 200; employer AZN 44 + 15% of excess. Income above AZN 8,000: employee 10%, employer 11% (flat rates). International Social Security Agreements
Azerbaijan has bilateral social security agreements (ikitərəfli müqavilələr) with several countries including Russia, Ukraine, Georgia, and some other CIS/post-Soviet states. These agreements may allow contribution years to be combined for pension eligibility purposes. For most Western countries (USA, UK, EU members), no bilateral social security agreement exists (as of 2026) — Azerbaijani contributions generally cannot be combined with home-country contributions. Verify current agreements at sspf.gov.az or through the Ministry of Labour and Social Protection.
All social insurance deductions appear on your monthly payslip. Your employer handles all payment to the DSMF — you never pay directly. On leaving Azerbaijan, request a full contribution history statement from the DSMF for your records. This may be needed for pension claims from your home country.
