Azerbaijani citizenship by naturalisation is rare and genuinely discretionary — granted by Presidential decree rather than as an administrative entitlement. Dual citizenship is not allowed — Azerbaijan does not officially permit dual citizenship (Article 52, Azerbaijan Constitution). Upon naturalising as an Azerbaijani citizen, you are expected to renounce your previous nationality. However, enforcement is inconsistent and some dual nationals exist in practice, particularly those born abroad with Azerbaijani heritage. Expats who obtain Azerbaijani citizenship without renouncing their home-country passport take a legal risk.
