Foreign qualifications in Azerbaijan must be recognised through the Agency for Quality Assurance in Education (TKTA — Təhsildə Keyfiyyət Təminatı Agentliyi, tkta.edu.az), which issues the official Equivalency Certificate (Ekvivalentlik Şəhadətnaməsi) for academic degrees. Applications are submitted electronically via the Centralised Education Information System (TMİS). Under a Presidential Decree of August 2023, candidates for regulated professions such as teaching, engineering, and law must additionally pass a knowledge examination administered by the State Examination Centre (DİM — Dövlət İmtahan Mərkəzi, dim.gov.az). For most general business and international company employment — particularly in oil & gas and NGO sectors — foreign qualifications are accepted informally by employers without state recognition. Azerbaijan is a member of the Hague Apostille Convention.
Regulated Professions
Process: Step 1 — Obtain an apostille on your foreign degree and diploma from the competent authority in your home country (typically the Ministry of Education or Ministry of Foreign Affairs). Documents from non-Hague Convention countries require full legalisation through the Azerbaijani embassy. Step 2 — Have all documents translated into Azerbaijani by a certified translator and notarised by an Azerbaijani notary (notarius). Step 3 — Submit your application electronically via TMİS (the Centralised Education Information System) to TKTA (tkta.edu.az) for the academic equivalency assessment. Step 4 — TKTA issues an Equivalency Certificate (Ekvivalentlik Şəhadətnaməsi) stating the Azerbaijani equivalent of your foreign degree. Step 5 — For regulated professions requiring a state examination (teaching, engineering, law under the 2023 Presidential Decree): register with the State Examination Centre (DİM, dim.gov.az) and pass the required knowledge examination in your field. Step 6 — Apply to the relevant professional licensing body: Ministry of Health (health.gov.az) for healthcare; Azerbaijan Bar Association for advocates; Ministry of Science and Education (edu.gov.az) for teachers; Chamber of Auditors (audit.az) for accountants.

Academic Degrees
Authority: TKTA — Agency for Quality Assurance in Education (tkta.edu.az) — the sole official authority for issuing Equivalency Certificates for foreign higher education degrees in Azerbaijan. Applications are submitted electronically via TMİS. Bachelor, Master, and PhD levels are assessed separately.
Process: Log in to TMİS (the Centralised Education Information System) at the link provided on tkta.edu.az and submit an online application for academic equivalency. Required documents: original foreign degree certificate (apostilled), official academic transcript (apostilled), Azerbaijani-language certified and notarised translation of all documents, copy of your passport. TKTA assesses your qualification against the Azerbaijani national qualifications framework. The Equivalency Certificate is issued in electronic form. This certificate is required for: state university academic positions, regulated profession entry (in conjunction with any required DİM exam), and some government employment. For purely private-sector employment in international companies: employers in oil & gas, NGOs, and multinationals typically do not require the TKTA certificate and accept foreign degrees directly.
Equivalency service: TKTA (tkta.edu.az) issues the official Ekvivalentlik Şəhadətnaməsi (Equivalency Certificate) — this is the standard credential evaluation document for Azerbaijan. Azerbaijan participates in the ENIC-NARIC network; the national contact for academic recognition queries is hosted within the Ministry of Science and Education (edu.gov.az). There is no separate private equivalency service widely used in Azerbaijan — TKTA via TMİS is the single route for formal state recognition.
Document Rules
Apostille: Azerbaijan is a member of the Hague Apostille Convention. All foreign educational and professional qualification documents must carry an apostille from the competent authority in the issuing country (typically the Ministry of Education or Ministry of Foreign Affairs). The apostille confirms the authenticity of the public seal and signature — not the document content. Obtain apostilles before leaving your home country where possible.
Legalisation: Documents from countries not party to the Hague Apostille Convention require full legalisation: authentication by the issuing country's Ministry of Foreign Affairs, then legalisation by the Azerbaijani Embassy or Consulate in that country (or the nearest Azerbaijani diplomatic mission), then by the Ministry of Foreign Affairs of Azerbaijan. This process can take 4–12 weeks. Verify the current list of Hague Convention member states at hcch.net before deciding whether apostille or full legalisation is required.
Sworn translation: All foreign-language documents must be translated into Azerbaijani by a certified translator. The translation must be notarised by an Azerbaijani notary (notarius). Translations completed outside Azerbaijan must additionally be apostilled or certified before the notary in Azerbaijan will notarise them. Budget ₼30–100 per document for translation and notarisation. Use translators recommended by ASAN Service centres or your embassy in Baku.

State recognition becomes necessary only for regulated professions, academic roles at Azerbaijani universities, or government positions. The 2023 Presidential Decree significantly changed the process for teaching, engineering, and law — a DİM knowledge examination is now mandatory for these professions, even after obtaining the TKTA equivalency certificate.
