Retirement & Pension in Azerbaijan
State pension, contribution refunds, private pension vehicles, and international agreements.
Azerbaijan has a state pension system (əmək pensiyası — labour pension) administered by the State Social Protection Fund (DSMF / SSPF, sspf.gov.az). The system is funded through mandatory contributions: employees contribute 3% of gross salary; employers contribute 22% of gross salary. From 1 July 2026 the retirement age for women was equalised with men at 65 — both sexes now retire at 65. The pension is relatively modest by international standards (average age pension: approximately AZN 629/month in 2026, a 9.2% increase from 2025). Most expats work in Azerbaijan for short-to-medium terms and will accumulate limited Azerbaijani pension entitlements. Bilateral social security agreements for pension credit are limited mainly to CIS/post-Soviet states. Private pension provision remains minimal in Azerbaijan — expats should maintain their home-country pension arrangements and global pension vehicles during their assignment.
State Pension
The state labour pension (Azərbaycan Respublikasının əmək pensiyası) is a defined-benefit scheme based on years of social insurance service (sığorta stajı) and average insured salary. Workers earn pension rights through contributions to the DSMF (sspf.gov.az). The pension amount is calculated from: total insurance years, the individual contribution coefficient, and the general coefficient (əmsal) set annually by the government. Employees contribute 3% of gross salary; employers contribute 22%. Both rates are applied on actual salary with no announced upper cap for 2026. In addition, SOFAZ (the State Oil Fund of Azerbaijan) holds strategic hydrocarbon revenues on behalf of citizens, but this fund does not operate as individual pension accounts — it is a sovereign wealth fund providing intergenerational resource transfer, not a personal pension vehicle.
65 for men (unchanged). 65 for women from 1 July 2026 — women's retirement age was phased up by 6 months every 6 months from 57 (2017) and reached 65 on 1 July 2026, completing equalisation with men. Early retirement remains available for workers in hazardous occupations listed in government regulations (underground mining, certain heavy chemical industries): reduced age varies by occupation — typically 5 years earlier than standard. For most expat professionals in office or oil-and-gas roles, the standard age of 65 applies.
Minimum 25 years of social insurance service for a full labour pension. Partial pension available with fewer years of contributions, but the amount will be reduced proportionally. Workers with fewer than 5 years of contributions are not eligible for the labour pension and fall back on the social pension (a very low flat-rate payment from the state budget). Expats on short-to-medium assignments (1–5 years) will not reach the 25-year threshold from Azerbaijani service alone.
Log in to the DSMF portal (my.sspf.gov.az) using your ASAN imza (e-signature) credentials to view your personal contribution account (fərdi hesab) and accumulated insurance service record. Your employer's HR department can provide contribution statements on request. The DSMF portal shows: total recorded insurance months, contribution base amounts, and a pension calculator. Request an official statement if there are discrepancies with your payslips.
Azerbaijan has bilateral pension agreements with a limited number of countries, primarily CIS/post-Soviet states (Russia, Ukraine, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Moldova, Georgia, and several other CIS states). Under these agreements, pension years can be combined (totalized) for eligibility assessment. For Western countries (USA, UK, EU member states, Canada, Australia), no bilateral pension agreement existed as of mid-2026. Western expats accumulate Azerbaijani pension rights independently — they cannot be combined with home-country pension years. If you leave Azerbaijan before reaching pension age, your deferred Azerbaijani pension rights survive — you can claim an Azerbaijani pension at age 65 by contacting DSMF with apostilled identity documents and foreign bank account details.
Pension Contribution Refund on Leaving Azerbaijan
Foreign nationals who contributed to the Azerbaijani DSMF and permanently leave Azerbaijan, having worked insufficient years to qualify for the labour pension (fewer than 5 years), may in some circumstances apply for a partial contribution refund (töhfələrin qaytarılması) of their own employee contributions. Check current DSMF rules at sspf.gov.az as eligibility criteria can change.
Nationals of countries with bilateral social security agreements with Azerbaijan (primarily CIS countries) — their contributions are credited toward a combined pension under the agreement rather than refunded. Workers who qualified for full pension rights (25+ years) should claim the pension rather than a refund. Employer contributions (22%) are never refundable under any circumstances.
Refund is typically processed after permanently leaving Azerbaijan and cancelling your Temporary Residence Permit (TRP). Allow 2–4 months for processing after submitting all documents to DSMF.
Only the employee's own contribution (3% portion) — not the employer's 22% contribution. The employer's share is not refundable. The refund covers accumulated employee contributions but not investment returns (the state pension system is not an investment account).
Apply in person at the DSMF office (sspf.gov.az) or via a notarised power of attorney representative if you have already left Azerbaijan. Required documents: passport, TRP cancellation confirmation, VÖEN (tax number), contribution statement from DSMF, Azerbaijani bank account details for payment (or international wire instructions). An Azerbaijani lawyer or HR consultancy can assist if the process has changed since this guide was written.
The contribution refund process is not prominently advertised. Consult DSMF (sspf.gov.az) or an Azerbaijani labour lawyer for the current procedure. Keep all payslips and contribution records as evidence of your contribution history. Consider whether the deferred pension right (claimable at 65 even from abroad) has more long-term value than the refund of a modest 3% employee contribution.
International Totalization Agreements
Azerbaijan has bilateral social security/pension agreements (sosial müdafiə müqavilələri) with the following countries as of mid-2026: Russia, Ukraine, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Moldova, Georgia, and several other CIS states. These agreements allow pension years from both countries to be combined for eligibility assessment and enable export of pension benefits. For most Western countries (USA, UK, Germany, France, Netherlands, Italy, Canada, Australia, etc.), no bilateral pension agreement exists. Western expats accumulate Azerbaijani pension rights independently — they cannot be combined with home-country pension years, and years in Azerbaijan do not count toward the US Social Security, UK State Pension, or most EU pension qualifying periods.
Private Pension Vehicles
Home-Country Pension Vehicle (Maintained During Assignment)
Beynəlxalq / Vətən pensiya planıExpats of all nationalities who want to maintain pension savings in their home-country pension scheme throughout their Azerbaijani assignment. This is the primary pension strategy for most Western expats in Azerbaijan.
No Azerbaijani state subsidy — governed entirely by home-country or offshore jurisdiction rules. Home-country rules (UK pension annual allowance, US IRA contribution limits, Australian superannuation, etc.) still apply.
Azerbaijani tax law does not provide a specific deduction for contributions to foreign pension vehicles. Double-tax treaty provisions between Azerbaijan and your home country may affect how pension contributions and withdrawals are taxed — verify with a cross-border tax adviser. UK SIPP contributions: UK annual allowance (£60,000 for 2025/26) applies regardless of where you live. US IRA: USD 7,000/year limit (2026) applies; foreign earned income exclusion rules interact with IRA eligibility — US expat tax specialist advice required.
Governed by the home-country plan rules. No Azerbaijani-imposed limit.

UK nationals: maintain SIPP or workplace pension contributions. US nationals: maintain IRA contributions (Roth or traditional depending on income). Australian nationals: check super guarantee obligations for employers of Australian citizens abroad. German, Dutch, French nationals: check voluntary NI/social contribution rules for maintaining home-country state pension years during the Azerbaijani assignment. This is the single most important pension action for Western expats in Azerbaijan.
Azerbaijani Voluntary Private Savings

The private pension market in Azerbaijan is underdeveloped. PASHA Life Insurance and some other Azerbaijani insurance companies offer savings-linked (endowment) life insurance products — these are not equivalent to Western pension funds and have significantly less regulatory protection. Most expats should not rely on Azerbaijani private savings vehicles as a core retirement strategy. They can be a useful supplement for AZN-denominated local expenses in retirement if you plan to stay long-term in Azerbaijan.
Early Retirement Options
Early retirement (erkən emeklilik) in Azerbaijan is available for workers in hazardous occupations listed in government regulations — underground mining, certain chemical industries, metallurgical sectors, and other arduous work categories — at reduced ages (typically 5 years before standard). For most expat professionals working in office, oil-and-gas services, or managerial roles, the standard retirement age of 65 applies with no early retirement option within the Azerbaijani state pension system. Voluntary early retirement before age 65 results in no Azerbaijani state pension entitlement (or a very small social pension if contribution years are insufficient). Expats who have qualified for early pension in their home country can reside in Azerbaijan on a pensioner basis under Azerbaijani immigration rules.
Pension Gap Warning
Expats working in Azerbaijan for 1–10 years will accumulate minimal Azerbaijani pension rights relative to a full career. The 25-year minimum for a full pension is unachievable for most expat assignments, and the 3% employee contribution rate generates only a small personal contribution base. The average Azerbaijani age pension of AZN 629/month (~USD 370/month) in 2026 — even if you qualified — would be insufficient as a primary retirement income for Western expats. Critical actions: (1) Do not reduce home-country pension contributions during your Azerbaijani posting; (2) Maximise contributions to your home-country pension vehicles (SIPP, IRA, superannuation, etc.) throughout the assignment; (3) Salary package negotiation should explicitly address pension provision — request employer contributions to a recognised home-country scheme if the employer is a multinational; (4) If your assignment extends toward 5+ years, investigate whether your home-country allows voluntary NI/pension contributions during periods of overseas employment.
