🏛️ Social Contributions
Tiered rates by monthly salary bracket, effective 2026. Managed by the State Social Protection Fund (DSMF / sspf.gov.az). Covers state pension, sick pay, maternity, and unemployment insurance.
Compulsory health insurance for employees in the non-oil private sector. Tiered rates: both employee and employer pay 2% on monthly salary below ₼2,500; both pay 0.5% on salary above ₼2,500. Managed by ICBAR (icbar.gov.az). Oil sector employees follow a separate scheme.
🛒 VAT Rates
VAT registration is mandatory for businesses with annual turnover above ₼200,000. VAT returns filed monthly via taxes.gov.az. Exporters receive a 0% rate on exported goods and services.

🌍 Special Expat Tax Rules
No special expat tax regime in Azerbaijan. The 2026 PIT reform (3%/10%/14%) significantly reduces the tax cost compared to the previous system (14%/25%). Expats spending 182+ days in Azerbaijan become tax residents and are taxable on worldwide income. Double taxation treaties may reduce withholding tax on foreign-sourced income. Expats working for foreign companies seconded to Azerbaijan should carefully verify their tax residency status.
