Recycling & Waste in Azerbaijan

Formal household recycling infrastructure in Azerbaijan is limited compared to Western Europe. Most domestic waste goes to general refuse collected by municipal services. The government's Green Azerbaijan initiative (Yaşıl Azərbaycan) is expanding waste management capacity and beginning to introduce separate collection. In Baku, some newer residential complexes have introduced separate bins for paper and plastic. Environmental awareness is growing but separate household recycling is not yet widespread practice.

Special Disposal
E-waste collection points exist at select locations in Baku. Azərenerji and SOCAR service centres accept some electrical items. Azerbaijan Recycling (azrecycle.az) has drop-off points for electronics in Baku.
Growing problem — improper disposal of electronics is harmful. Check azrecycle.az for current collection points.
Some supermarkets (Bravo, Kontinent) have battery collection boxes near the exit. Increasing number of collection points in Baku.
Do not throw batteries in general waste. Household batteries contain heavy metals that contaminate soil and water.
Return unused or expired medication to your pharmacy (aptek). Most pharmacies accept medication returns. Do not flush medication or put in general waste.
Unused prescription drugs, syringes, and medical waste must not enter the general waste stream.
Contact the Baku City Executive Authority (icra.baku.az) for guidance on paint, chemicals, solvents, and pesticide disposal. Organised collection events occur periodically.
Do not pour chemicals down drains or into general waste bins.
Contact your building management or the Baku Communal Services for scheduled bulk item collection. Some items can be left at designated collection points.
Illegally dumping large items is an administrative offence. Tap.az and Facebook Marketplace are useful for selling or donating unwanted furniture to avoid disposal entirely.
Must be disposed of via licensed waste removal companies. Contact Baku City Executive Authority for approved contractors. Residents are responsible for arranging removal of renovation debris — building management typically does not handle it.
Placing construction debris in general waste containers is illegal and attracts fines from building management.
Bulk Waste
Baku Communal Services (communal.az) manages bulk waste collection in Baku. Contact your building management company or the district executive authority for scheduled collections of large items. Some residential buildings have specific drop-off areas for bulk items.
Common Mistakes to Avoid
- ! Assuming street bins are for recyclables — most are general waste only.
- ! Leaving bags of rubbish outside bins (rather than inside) — this is common in Azerbaijan but contributes to litter problems.
- ! Disposing of batteries and electronics in general waste bins.
- ! Pouring cooking oil down the sink — collect in a sealed container and dispose with general waste or at collection points.
- ! Leaving large items on the street without arranging collection.
Fines & Enforcement
Illegal dumping and littering are punishable under the Code of Administrative Offences. Dumping household waste in unauthorised areas: ₼300–5,000. Tobacco litter: ₼300 (₼700 for repeat offence within one year). Violations in designated tourism zones carry fines up to ₼4,000. Enforcement is inconsistent but increasing in central Baku and national parks.

- → If moving apartments, Tap.az and Facebook groups allow you to donate or sell unwanted household items instead of disposing.
