How to properly exit — protecting your finances, rights and records.
📅 General Timeline
2 months before: give notice to landlord, notify employer, begin TRP cancellation process. 1 month before: cancel utilities, broadband, mobile, arrange international fund transfer. 2 weeks before: collect security deposit, do final apartment inspection, cancel bank accounts not needed. Last days: cancel TRP at SMS, ensure all government deregistrations are complete, obtain tax clearance if needed.
Deregistration
Notify the State Migration Service (SMS, migration.gov.az) of your departure and cancel your Temporary Residence Permit before leaving. Failure to formally cancel a TRP can cause complications with future Azerbaijani visa applications. If your employer sponsored your work permit, notify HR so they can cancel the work permit with SMS.
Tax clearance
If employed, your employer handles the final payroll deductions and social insurance contributions. If self-employed, file your final tax return at taxes.gov.az before leaving. Deregister your VÖEN (tax ID) if closing a business. Obtain a tax clearance certificate (vergi borcu olmadığı haqqında arayış) if required for property sale or other transactions. The Ministry of Taxes (taxes.gov.az) processes deregistration.
Pension portability
Contributions to the Azerbaijani State Social Protection Fund (DSMF, sspf.gov.az) may be partially portable to countries with bilateral social security agreements with Azerbaijan. Agreements exist with some CIS countries. For most Western countries, social insurance contributions made in Azerbaijan generally cannot be combined with home-country contributions. Contact DSMF before leaving to understand your entitlement. Contributions may be reclaimed under specific conditions for short-term residents.
Health insurance
State public health coverage via ICBAR (icbar.gov.az) ends when your TRP and employment status end. Cancel any private health insurance policies with the required notice period (usually 30 days). Ensure your international health insurance remains active for the transition period and your destination country.
Bank account
You can keep Azerbaijani bank accounts open after leaving, which can be useful for receiving remaining salary payments or property income. However, many banks require periodic in-person visits to maintain accounts as a non-resident. Transfer remaining funds internationally via SWIFT (Wise, Revolut, or direct bank SWIFT transfer). Close accounts you no longer need to avoid maintenance fees.
Utilities
Give notice to cancel electricity (Azerishiq), gas (SOCAR), water (Azərsu), broadband, and mobile contracts. Mobile contract cancellations: visit an Azercell/Bakcell/Nar store in person. Utility disconnection: visit or call Azerishiq/Azərsu customer service. Pay all outstanding bills before departure — unpaid utility debts remain with the apartment and may cause issues for landlords or future tenants.
Rental contract
Standard rental contracts in Azerbaijan typically require 1–2 months written notice. Review your specific contract for the required notice period. Ensure the security deposit (usually 1–3 months) is returned promptly — document the apartment's condition with photos at move-out. Retrieve your original TRP registration paperwork from the landlord if they hold it.
