Which insurances you actually need in Azerbaijan, prioritised.
Azerbaijan has limited mandatory insurance requirements (primarily OSAGO motor third-party and ICBAR health contributions), but the practical need for comprehensive private insurance is high. The state health system is inadequate for most expat needs, natural disasters and crime risks exist, and medical evacuation can be very expensive without coverage. Expats should prioritise international health insurance above all other coverage.
Legally Mandatory
- - OSAGO (Avtomobil Sahiblərinin Məcburi Sığortası) — mandatory motor third-party liability for all vehicle owners
- - ICBAR (İcbari Tibbi Sığorta) — mandatory health insurance contributions for employed workers (employee 1% + employer 2% of salary)
International Health Insurance
Comprehensive medical coverage including inpatient, outpatient, specialist, emergency, and medical evacuation.
Who needs it: All expats — essential. The Azerbaijani state health system is inadequate for serious medical conditions. Medical evacuation to Turkey or Europe can cost USD 20,000–100,000 without insurance.
Annual cost: USD 1,200–4,800/year (USD 100–400/month)
Ensure policy includes medical evacuation and repatriation. Many large employers (oil & gas sector) provide international health insurance as part of the expat package — verify coverage limits and exclusions on arrival.
Motor Third-Party Liability (OSAGO)
Mandatory third-party motor liability insurance. Covers damage caused to other vehicles, property, and injuries to third parties.
Who needs it: All vehicle owners and drivers in Azerbaijan. Legally mandatory.
Annual cost: ₼80–200/year depending on vehicle type and engine size
OSAGO is checked at police checkpoints and required for vehicle registration. Purchase through licensed Azerbaijani insurers. Does not cover your own vehicle damage — add comprehensive (kasko) cover separately if needed.
Comprehensive Motor Insurance (Kasko)
Full comprehensive coverage for your own vehicle including theft, collision, and natural damage.
Who needs it: Vehicle owners with a relatively new or valuable car, or those concerned about Baku's accident rate.
Annual cost: ₼300–1,200/year depending on vehicle value
Baku traffic has above-average accident rates. Kasko is worth considering for newer vehicles. Combined with OSAGO for full motor protection.
Renters' / Contents Insurance
Covers personal belongings, electronics, furniture and contents of a rented apartment against theft, fire, and damage.
Who needs it: Expats renting furnished apartments with valuable personal possessions or electronics.
Annual cost: ₼100–400/year
Less commonly purchased by expats in Azerbaijan than in Western Europe but sensible for those with high-value electronics or personal items. Azerbaijan has a moderate crime rate — opportunistic theft exists in Baku.
Life Insurance
Provides financial protection for dependants in the event of the policyholder's death. Also available as investment-linked endowment plans.
Who needs it: Expats with dependants and family financial responsibilities.
Annual cost: Varies widely by coverage amount, age, and health status
Many expats maintain life insurance from their home country while working abroad. Check if your existing policy covers you in Azerbaijan.
Travel Insurance
Short-term coverage for international trips from Azerbaijan. Covers medical emergencies abroad, trip cancellation, lost baggage.
Who needs it: Expats travelling internationally from Azerbaijan for holidays or business trips.
Annual cost: ₼50–200/year for annual multi-trip policy
If you hold comprehensive international health insurance, check whether it already covers international travel — many plans do. A separate travel policy may only be needed for trip cancellation and baggage coverage.
Pet Insurance
Covers veterinary costs for illness, injury, and routine care for pets.
Who needs it: Pet owners who want cost protection for vet bills.
Annual cost: Not widely available locally — use international pet insurance providers
Pet insurance is not well-developed in Azerbaijan. Most expat pet owners self-insure or use international plans. Vet costs in Baku are moderate (₼50–150 for consultations) so some find self-funding sufficient.
Comparison sites
Always purchase OSAGO through a licensed Azerbaijani insurer — unlicensed policies are not accepted at checkpoints.
Verify your employer's international health insurance policy carefully — some expat health plans have low limits or exclusion clauses for pre-existing conditions.
Medical evacuation (repatriation) is the single most important coverage to have — ensure your health plan includes it without a separate rider.
Keep paper copies of all insurance certificates in your vehicle and at home — digital-only copies may not be accepted at police checkpoints.
Renew OSAGO on time — lapsed coverage while driving is an administrative offence with fines.
