⚠️ Costly Mistakes to Avoid
The most expensive and common mistakes expats make in Azerbaijan — and exactly how to avoid them.
Missing the 10-day SMS address registration deadline
All foreign nationals must register their address with the State Migration Service (migration.gov.az) within 10 days of arrival. Hotels and hostels do this automatically, but if staying in a private apartment, you must register yourself — or your landlord must do it on your behalf.
⚡ Fine of ₼300–1,000. Risk of visa/TRP complications. Can be flagged when departing Azerbaijan.
📅 Deadline: Within 10 days of arrival at a new address
✅ Register at ASAN Service or via migration.gov.az within 10 days. Ask your landlord to co-register you — many are familiar with the process.
TRP expiry — do not overstay
Overstaying a Temporary Residence Permit (TRP) or e-Visa is a serious violation. The State Migration Service tracks entries and exits electronically. Overstays are discovered at the border when departing.
⚡ Fine of ₼1,000–3,000. Possible detention at airport. Entry ban of 1–5 years. Jeopardises future TRP applications.
📅 Deadline: Renew at least 30 days before TRP expiry
✅ Apply for TRP renewal at migration.gov.az or ASAN Service centre at least 30 days before expiry. Set a phone reminder 45 days before the expiry date.
Working without a valid work permit is a criminal offence
Unlike EU countries, there is no work permit exemption for any nationality in Azerbaijan. Every foreign national (including EU citizens) needs an employer-sponsored work permit to work legally. Freelancing or "consulting" without a permit while on a tourist visa/TRP is also illegal.
⚡ Fine of ₼1,000–5,000 for the employee. Larger fine for the employer. Deportation and entry ban in serious cases.
✅ Confirm your employer has obtained your work permit before you start work. Do not rely on verbal assurances — verify the permit document exists.
VÖEN tax ID is required for almost everything
The VÖEN (Vergi Ödəyicisinin Eyniləşdirmə Nömrəsi) is your Azerbaijani tax identification number. Without it, you cannot open a bank account, sign a lease, or receive salary legally. It is obtained from the Ministry of Taxes (taxes.gov.az).
⚡ Cannot legally receive salary. Cannot open an Azerbaijani bank account. Cannot sign official contracts.
✅ Obtain your VÖEN from taxes.gov.az or any ASAN Service centre within the first week of arrival.
Rental deposit fraud — pay only in person, after viewing
Scammers post beautiful Baku apartments on Bina.az and Tap.az at below-market prices, demand a deposit transfer before viewing, then disappear. This is extremely common targeting new expat arrivals.
⚡ Loss of ₼500–3,000. No legal recourse if paid without contract.
✅ Never send money before viewing in person and signing a written contract. Legitimate landlords do not demand advance payment before viewing. Be especially wary of "overseas landlord" stories.
Driving without OSAGO motor insurance is illegal
OSAGO (third-party motor liability insurance) is mandatory for all vehicles in Azerbaijan. Driving without it results in immediate fines at roadside police checks, which are frequent.
⚡ Fine of ₼100–400. Vehicle may be impounded. Liability for full costs in an accident.
📅 Deadline: Before the vehicle is driven on Azerbaijani roads
✅ Obtain OSAGO from any Azerbaijani insurer (sigortala.az compares options). Annual cost is approximately ₼80–200 depending on vehicle. Keep a printed copy in the vehicle.
Investment and Forex scams targeting expats
Social media and expat group scams promoting guaranteed forex returns, crypto "investments", and MLM schemes are rife in Baku. Scammers specifically target recently arrived expats who have not yet established local networks.
⚡ Loss of USD 1,000–50,000+. Virtually impossible to recover funds through Azerbaijani courts.
✅ Any investment promising 5%+ monthly returns is a scam. Never invest based on WhatsApp or Telegram recommendations. Report to AFSA (fimsa.gov.az).
You have only 1 month to challenge an unfair dismissal
Under the Azerbaijani Labour Code, an employee who believes their dismissal was unlawful must file a claim at the relevant court within 1 month of the dismissal date. This is much shorter than many Western countries.
⚡ Permanently lose the right to challenge the dismissal. No severance negotiation leverage.
📅 Deadline: 1 month from date of written dismissal notice
✅ Contact an Azerbaijani labour lawyer immediately upon receiving a dismissal notice. Do not rely on informal negotiations that may run past the deadline.
Property sales require a state notary — private contracts are not sufficient
In Azerbaijan, property transfers must be notarised and registered with the State Real Estate Cadastre Committee (EMDK, emdk.gov.az). A private sale contract without notarisation and EMDK registration does not transfer legal title.
⚡ Not recognised as legal owner. Cannot sell or mortgage the property. May lose money paid to a fraudulent seller.
✅ Insist on a notarised sale contract and verify EMDK registration within 30 days. Use a real estate lawyer for any property purchase.
Unmetered taxis charge foreigners 3–5x the fair price
Traditional yellow taxis in Baku have no meters and drivers routinely charge foreigners far above local rates. Prices are agreed before entering — but even "agreed" prices are often inflated 3–5x for non-Azerbaijani-speaking passengers.
⚡ Overpaying ₼10–50 per journey (AZN). Repeated losses add up significantly.
✅ Always use Bolt or Uber (both widely available in Baku). The app shows the price upfront. If you must use a street taxi, ask a local for the fair price first and agree firmly before getting in.
Photographing government buildings, military, and oil infrastructure is illegal
Azerbaijan has strict laws against photographing government buildings, police, military facilities, oil pipelines, and related infrastructure. This is enforced actively. Being a tourist is not a defence.
⚡ Detention for questioning (hours to days). Camera/phone confiscated. Potential criminal charges. Deportation in serious cases.
✅ Avoid photographing anything that looks like a government or military facility. If police approach you, be polite and cooperative. Delete photos if requested.
ICBAR mandatory health insurance — do not assume your company enrolled you
The mandatory ICBAR (İcbari Tibbi Sığorta, mandatory health insurance) scheme requires employer enrolment. Some smaller employers — particularly those newer to the system — fail to register employees properly, leaving them uninsured.
⚡ No coverage for medical costs. Potential employment law liability for the employer.
✅ Ask your HR department to provide proof of your ICBAR enrolment at icbar.gov.az. Verify directly on the ICBAR portal using your VÖEN.
Black market currency exchange — illegal and dangerous
Street money changers offer slightly better rates than banks but operate illegally. Some use sleight-of-hand to short-count notes or swap bills for lower denominations after the exchange.
⚡ Financial loss. Risk of arrest for participating in illegal currency exchange. No recourse if cheated.
✅ Always exchange currency at licensed exchange offices (mübadilə məntəqəsi), banks, or ATMs. Kapital Bank ATMs and PASHA Bank branches offer good rates.
Fake job offers requiring upfront payment
Fraudulent job advertisements (particularly targeting domestic workers, hospitality workers, and IT freelancers) promise employment in Azerbaijan and ask for upfront "processing fees" or "visa assistance fees".
⚡ Loss of USD 200–2,000. Arriving with no genuine job. Potential human trafficking risk in extreme cases.
✅ Never pay any fee to a recruiter or employer before starting work. Legitimate employers pay for your visa and work permit — you should not. Use only reputable job platforms (LinkedIn, JOBSAZ, Rabota.az).
Entering Azerbaijan without a valid e-Visa can result in denial of boarding
Most nationalities require a visa to enter Azerbaijan. The ASAN Visa (e-Visa) must be obtained in advance at evisa.gov.az. Airlines will deny boarding if you do not have a valid visa. Visa on arrival is only available for a small number of nationalities.
⚡ Denied boarding. Non-refundable flights. Last-minute express visa processing costs significantly more.
✅ Check visa requirements at evisa.gov.az at least 2 weeks before travel. Apply online — processing takes 3–5 working days standard, 3 hours express (higher fee).
Azerbaijan does not recognise dual citizenship
Under Article 52 of the Azerbaijani Constitution, dual citizenship is not officially recognised. Azerbaijani citizens who acquire a foreign nationality technically lose their Azerbaijani citizenship. Azerbaijanis travelling on a foreign passport may face complications at the border.

✅ Seek legal advice before applying for Azerbaijani naturalisation or before acquiring Azerbaijani citizenship if you already hold another passport.
Rental deposits have no legal protection — choose landlords carefully
There is no government-backed deposit escrow system in Azerbaijan. Rental deposits (typically 1–3 months) are paid directly to the landlord. Recovering a deposit from a bad-faith landlord requires civil litigation, which is slow and expensive.
⚡ Loss of ₼1,000–5,000 if landlord refuses to return deposit.
✅ Document the flat's condition thoroughly at move-in with photos and a signed inventory list. Use a lawyer or reputable agent for the lease. Keep all payment receipts.
Short-term expats will not build a meaningful Azerbaijani pension
The Azerbaijani state pension requires a minimum of 25 years of contributions to receive a full pension. Expats on 1–5 year assignments will accumulate minimal rights. Do not reduce your home-country pension contributions while in Azerbaijan.
⚡ Retirement income shortfall if home-country pension contributions are paused during Azerbaijani assignment.
✅ Maintain home-country pension vehicles (SIPP, IRA, superannuation). Ask your employer to include pension contributions in your package. Consider making additional voluntary home-country contributions.
Public hospitals have very poor quality for expats — budget for private healthcare
Azerbaijan's public hospital system has limited English-speaking staff and equipment standards below Western norms. All expats should use private clinics (Bona Dea, MedClub, Atlas, Aktif). International health insurance is essential — private clinic costs are not cheap.
⚡ Emergency hospital bills of ₼500–5,000+ without insurance. Language barrier in emergencies at public hospitals.
✅ Obtain international health insurance (AXA, Cigna, Allianz, Bupa) before arrival or within the first month. Register with a private clinic in Baku. Keep your insurer's emergency number saved in your phone.
Foreign nationals cannot own land in Azerbaijan
Foreign nationals can legally purchase apartment units in Azerbaijan, but they are prohibited by law from owning land (including detached houses with land plots). This restriction has caught out expats planning to buy a house.
⚡ Purchase contract voided. Legal penalties for attempting to circumvent the restriction through a nominee arrangement.
✅ Limit property purchase to apartment units. If buying a house, consult a specialist property lawyer — the restriction applies to the land, not just the building.
Personal income tax return deadline: March 31
If you have income from multiple sources, rental income, or self-employment income in Azerbaijan, you must file an annual personal income tax return by March 31 each year at taxes.gov.az. Salaried employees with only one employer are generally exempt as tax is withheld at source.
⚡ Fine for late filing. Interest on unpaid tax. Flag on your VÖEN record.

✅ Register at taxes.gov.az. If you have rental income, freelance income, or multiple employers, file by March 31. Ask your employer's accountant to confirm your filing obligations.
Cross-border child custody disputes are complex in Azerbaijan
Azerbaijan is not a signatory to The Hague Convention on International Child Abduction as of 2026. In custody disputes involving Azerbaijani nationals, Azerbaijani courts may favour Azerbaijani parents and refuse to enforce foreign court orders.
⚡ Foreign parent may be unable to have a child returned to their home country if the Azerbaijani parent does not comply.
✅ Seek specialist family law advice before moving children to Azerbaijan with an Azerbaijani partner. Obtain clear written custody agreements if separated.
Publicly criticising the government online carries real legal risk
Azerbaijan has laws against defamation and "false information" that have been used to prosecute social media posts critical of the government. While expats are rarely targeted, high-profile social media posts criticising Azerbaijani authorities have led to visa complications.
⚡ TRP non-renewal. Visa refusal. In extreme cases, criminal charges.
✅ Exercise caution with social media posts discussing Azerbaijani politics, the government, or sensitive regional topics (especially Karabakh). This is especially important for journalists and activists.
Non-CIS driving licences require a theory test in Azerbaijani
Drivers from most Western countries (USA, UK, EU, Australia) cannot directly exchange their licence. They must pass an Azerbaijani highway code theory test — which is conducted in Azerbaijani only. Study materials are available in Azerbaijani only.
⚡ Cannot legally drive in Azerbaijan on a foreign licence beyond 6 months. Fine and points for driving on an expired foreign licence.
✅ Start the driving licence exchange process within your first month. Use a driving school that offers test preparation in English where available. Budget 2–4 weeks for the process.
Sick leave requires a doctor note from day one in most employment contracts
Azerbaijani Labour Code allows employers to require a doctor's certificate (xəstəlik vərəqəsi / tibbi arayış) from the first day of absence. Many employment contracts specify this. Without it, the absence may be treated as unauthorised leave.
⚡ Pay docked for unauthorised absence. Possible disciplinary action.
✅ If unwell, contact your employer immediately. Visit a private clinic or call a doctor for a sick note on the first day. Keep all medical certificates.
SIM cards must be registered in your name — do not use an unregistered SIM
In Azerbaijan, all SIM cards must be registered to a passport holder. Using an unregistered SIM is illegal and can cause complications when verifying your identity for banking (SMS OTP), ASAN İmza e-signature setup, and government services.
⚡ SIM may be deactivated. Banking and government service authentication will fail if your phone number is not registered in your name.
✅ Register your SIM at an Azercell, Bakcell, or Nar shop with your passport. Keep the same number if possible as it links to banking and government accounts.
Travel to the Karabakh region requires official registration — do not travel independently
The Karabakh (Qarabağ) region is now under Azerbaijani administration following September 2023. Travel by foreign nationals requires advance registration with Azerbaijani authorities. Attempting to enter without registration can result in serious legal consequences.
⚡ Arrest and detention. Deportation. Potential criminal charges.
✅ Register with the relevant Azerbaijani authorities before any travel to the Karabakh region. Check current requirements at the State Migration Service (migration.gov.az) and your country's travel advisory before planning any visit.
Importing pets to Azerbaijan requires advance documents from the State Veterinary Service — no same-day clearance
All dogs and cats entering Azerbaijan must be accompanied by: a health certificate issued by an accredited veterinarian in the country of origin and endorsed by that country's national veterinary authority; proof of current rabies vaccination (at least 21 days before travel); microchip compliant with ISO 11784/11785 (implanted before the rabies vaccine for RNATT purposes); and a certificate of treatment for internal and external parasites within 10 days of travel. Pets from countries where a rabies neutralising antibody titre test (RNATT) is required must carry a titre test result showing ≥0.5 IU/ml, conducted at an approved laboratory at least 3 months before travel. Import clearance is handled by the State Veterinary Service of Azerbaijan under the Ministry of Agriculture.
⚡ Pet refused entry at Heydar Aliyev International Airport (GYD) or at a land border crossing, and required to return on the next available flight at the owner's expense, or placed in quarantine at significant daily cost.
📅 Deadline: Begin documentation at least 4–5 months before travel if RNATT is required
✅ Contact the Azerbaijan Embassy in your country and check vet.gov.az at least 12 weeks before travel to confirm whether your country of origin triggers an RNATT requirement. If RNATT is required: microchip first, vaccinate, wait 30 days, run the titre test at an approved laboratory, then wait 3 months after a passing result before travel. Arrange all documentation through a vet accredited by your national veterinary authority. Consider using a professional pet relocation agent experienced with Caucasus import routes.
Selling inherited Azerbaijani property within 3 years triggers capital gains tax
Azerbaijan has no inheritance tax, but if you sell inherited property within 3 years of acquisition, the gain is subject to personal income tax. After 3 years, the gain is generally exempt for individuals.
⚡ Unexpected income tax liability on proceeds from property sale within 3 years of inheritance.
✅ Wait at least 3 years after inheriting property before selling, where possible. Consult a tax advisor if timing is critical.
AZN foreign currency restrictions — plan cash transfers carefully
The Azerbaijani manat (AZN) is pegged to a USD/EUR basket but international wire transfers can be subject to compliance checks, especially for large amounts. USD cash withdrawals from ATMs are limited.
⚡ Delays in receiving or sending large international wire transfers. Difficulty withdrawing large USD cash amounts.
✅ Use Wise or Kapital Bank for international transfers. For large transfers, notify your bank in advance. Keep international salary accounts in your home country when possible.
Most Azerbaijani government services operate only in Azerbaijani
ASAN Service centres have English-speaking staff, but most government websites, forms, tax portals, and court documents are only in Azerbaijani. Even Google Translate struggles with legal Azerbaijani text.
⚡ Missed deadlines, misunderstood obligations, or errors on official forms if relying on automatic translation.
✅ Use a certified Azerbaijani translator for important legal and tax documents. ASAN Service centres are your best resource — staff are usually multilingual.
Neighbour noise complaints in Baku apartments are common
Many Baku apartment buildings have thin walls and active neighbours. Informal quiet hours (23:00–07:00) are commonly expected but not always enforced by law. Renovation noise is a particularly common dispute, with some buildings undergoing ongoing construction.
⚡ Poor sleep quality. Neighbour disputes. Building management complaints.
✅ Ask about building works when viewing a flat. Introduce yourself to neighbours early. Keep your own noise low after 22:00.
ASAN Service is the best route for most official tasks — use it first
Many expats try to navigate Azerbaijani bureaucracy at individual ministry offices and waste hours. ASAN Service centres (asan.gov.az) aggregate over 450 government services in one location with English-speaking staff. They are significantly more efficient and expat-friendly.

✅ For address registration, VÖEN, TRP queries, driving licence exchange, and other official tasks — go to the nearest ASAN Service centre first. Locations across Baku and regional cities.
AZN is pegged — do not convert assuming rate flexibility
The Azerbaijani manat (AZN) is officially pegged to a USD/EUR basket at approximately 1.70 AZN/USD (0.59 USD/AZN). It does not freely float. The 2015–16 devaluation (when AZN lost 50% of its value) is a historical risk — another sharp devaluation is theoretically possible if oil prices collapse severely.
⚡ Long-term savings in AZN carry currency risk. Loss of value if devaluation occurs.
✅ Keep emergency savings and long-term savings in USD, EUR, or your home currency. Avoid holding large AZN balances beyond day-to-day needs.
Tap water in Baku is not reliably safe to drink
Tap water quality in Baku is inconsistent. While technically treated, many residents and expats report unpleasant taste and microbiological concerns. Most expat households use bottled water or water dispensers for drinking.
⚡ Gastrointestinal illness if consuming untreated tap water. Particularly important for young children.
✅ Use bottled water or install a water filter/dispenser for drinking. Tap water is fine for showering, teeth brushing, and cooking in most areas.
Post-COP29 rental price inflation in central Baku
Since COP29 in November 2024, central Baku rental prices have seen significant increases, particularly for high-quality apartments. Expat package accommodation budgets set before 2025 may no longer be sufficient for the same quality of accommodation.
⚡ Higher-than-budgeted rental costs. Difficulty finding quality accommodation at pre-2025 prices.
✅ Budget ₼800–2,000/month for a 1–2 bedroom apartment in central Baku (2026 rates). Negotiate hard. Consider White City (Ağ Şəhər) or Yasamal districts for better value.
Open a Kapital Bank account in your first week — other banks are more restrictive for expats
Not all Azerbaijani banks open accounts for foreign nationals easily. Kapital Bank is the most expat-friendly option with 300+ branches, English-language app, and established procedures for foreign passport holders. Starting with the wrong bank causes weeks of delays.
⚡ Weeks of delays in receiving salary, paying rent, or making local transfers if the first bank choice rejects your application.
✅ Go to Kapital Bank with your passport, VÖEN, and TRP (or visa) within your first week. Request both an AZN and USD account. This enables salary receipt, utility payments, and local transactions.
Ramadan affects opening hours, alcohol availability, and social etiquette
During Ramadan (the month varies by year), restaurant hours may shift, some establishments reduce alcohol service, and social engagements with local colleagues change. While Baku is cosmopolitan, eating and drinking publicly during daytime Ramadan hours can cause offence.
⚡ Social friction with colleagues. Finding some restaurants closed or on reduced hours unexpectedly.
✅ Check when Ramadan falls each year. Be respectful of colleagues who are fasting — avoid eating at your desk during daytime if possible. Most expat-oriented restaurants and bars continue normal service.
Novruz (March 20–24) is a 5-day public holiday — plan ahead
Novruz Bayrami is Azerbaijan's most important national holiday and a 5-day public holiday (March 20–24). Banks, government offices, most businesses, and ASAN Service centres are closed. Travel bookings and official appointments are unavailable during this period.
⚡ Missed TRP renewal deadlines if relying on ASAN Service access during the holiday. Delays in urgent administrative tasks.
✅ Plan major administrative tasks (TRP renewal, bank visits) either before March 15 or after March 25. Stock up on essentials before Novruz — some supermarkets may also have reduced hours.
Save Azerbaijani emergency numbers — 112 is the main number
Azerbaijan's emergency system: 112 (general emergency / ambulance dispatch), 101 (fire), 102 (police), 103 (ambulance direct). English-speaking operators on 112 are limited but available. Private ambulance services from Bona Dea and MedClub are faster for expats.
⚡ Wasted time searching for numbers during an emergency. Delay in reaching appropriate care.
✅ Save 112, 102, and your private clinic emergency number in your phone before you need them. Save your international health insurer's 24/7 emergency number too.
Many online government services require ASAN İmza (e-signature) — set it up early
ASAN İmza is Azerbaijan's SIM-based national digital signature. Many e-gov.az services, DSMF pension portal, tax filings, and migration services require it. It is tied to your registered Azerbaijani phone number and passport.
⚡ Blocked from filing taxes online, accessing pension records, and completing TRP renewals digitally without ASAN İmza.
✅ Apply for ASAN İmza at an ASAN Service centre after getting your Azerbaijani SIM and VÖEN. The activation is free and takes about 30 minutes.
