Dövlət Məşğulluq Agentliyi (DMA)

Register in person at a local DMA office with passport, TRP, VÖEN (tax ID), and educational certificates. Registration is free. Expats with a valid TRP and work permit eligibility can register.

💼 Work Permits

EU Citizens

EU citizens require a work permit to work in Azerbaijan, exactly like all other foreign nationals. There is no special EU citizen exemption. The work permit must be applied for by the Azerbaijani employer with the State Migration Service (SMS) before employment starts.

Non-EU Citizens

All foreign nationals require a work permit filed by their Azerbaijani employer with the State Migration Service (SMS, migration.gov.az). The employer applies on the worker's behalf — the employee cannot self-apply. The work permit application requires the employment contract, employer's VÖEN, and worker's passport and qualifications. Working without a permit is a deportable offence.

EU Blue Card

Azerbaijan does not have an EU Blue Card equivalent. Skilled workers require standard employer-sponsored work permits. Some international organisations and embassies operate under diplomatic exemptions.

Freelancer Visa

No formal freelancer or digital nomad visa exists in Azerbaijan (2026). Self-employed foreigners have very limited options. Some use a business registration (MMC/LLC) with a director's TRP, or work under contract through a local company. Discuss with an immigration lawyer for the current options.

⏱️ Work Culture

Typical hours 40 hours/week, Monday–Friday. Core hours 09:00–18:00 with a 1-hour lunch break. The oil & gas sector and international companies follow international norms; local Azerbaijani companies may have more flexible informal arrangements.

Annual leave Minimum 21 calendar days annual leave by law (Labour Code). Most international employers offer 21–30 days. Plus approximately 21 public holidays per year. Novruz (5 days) and New Year (2 days) are the most impactful.

Sick leave Sick leave is paid at approximately 60–100% of average salary depending on length of service. A doctor's certificate (tibbi arayış) from a licensed clinic is required. Private clinic certificates are accepted.

Trial period Usually 3 months (sınaq müddəti). Either party can terminate with reduced notice during this period.

Notice period Standard: 1 month written notice from employee; employer notice depends on contract and Labour Code provisions (minimum 2 months for redundancy). Check your specific contract.

Salary range Minimum wage: ₼400/month (2026). Average Baku private sector: ₼800–2,500/month. Oil & gas sector (expat roles): USD 3,000–10,000+/month. IT sector: ₼1,500–4,000/month. International NGO/embassy: USD 1,500–4,000/month. Salaries in Baku are significantly higher than in regions.

Pay frequency Monthly, typically at the end of the calendar month. Some employers pay twice monthly.

📝 Application Tips

CV format: A standard international CV is acceptable for multinational companies and NGOs. For local Azerbaijani employers, a slightly more traditional format with a professional photo is common. Keep to 2 pages maximum. List qualifications, experience in reverse chronological order, and include references.

Cover letter: Expected

Language: Azerbaijani language is required for most local company roles and all government-adjacent positions. Russian is useful for roles in companies with CIS links. English is required for international companies, oil & gas, NGOs, and diplomatic organisations. Many expat roles explicitly require English only.

Interviews: Professional and relationship-oriented. Arrive on time. Bring certified copies of educational certificates. Initial interviews may be more conversational than structured; technical tests are common in oil & gas and IT. Building personal rapport is valued — Azerbaijani business culture is relationship-driven.
