Eligibility
Persons who have been lawfully and ordinarily resident in Gibraltar for 5 years or more. Includes employees, self-employed persons, and Category 2 HNWI residents. EU nationals who established residence before Brexit under GEES retain their rights. Post-Brexit EU arrivals must use the work permit route and accumulate residence time.

BOTC by Ordinary Residence gives the right of abode in Gibraltar and a Gibraltar BOTC passport. BOTC does NOT automatically give the right to live and work in the UK — that requires separate registration as a full British Citizen (Form B(OTA) to the UK Home Office, fee £1,206 in 2026). Full British citizenship (UK passport, UK right of abode) is the final step available to BOTC holders connected to Gibraltar.

BOTC holders connected to Gibraltar who were naturalised in Gibraltar after 21 May 2002, or registered as minors after 21 May 2002, may register as full British citizens via Form B(OTA) to the UK Home Office. Full British citizenship gives right of abode in the UK and a full British passport.

This registration is a separate step from Gibraltar BOTC naturalisation and unlocks full UK residence rights and a UK passport. Note: Gibraltar Immigration (EU Exit) Regulations 2025 suspended new EU-national residency applications from 6 October 2025 due to a surge in volumes following the June 2025 UK-EU political agreement; pre-registered EU residents are unaffected. EES (Schengen Entry/Exit System) launched 12 October 2025 across Schengen borders; per the June 2025 UK-EU political agreement on Gibraltar, EES is intended NOT to apply at the Gibraltar-Spain border. Gibraltar civilian registration card holders are exempt from EES at all Schengen border points.
Gibraltarian Status by Long Ordinary Residence
Eligibility
Persons ordinarily resident in Gibraltar for 10 or more years with specific connections to Gibraltar (born to a Gibraltarian parent or born in Gibraltar). Assessment is case-by-case and highly discretionary.
