Gibraltar offers genuinely attractive retirement conditions: excellent Mediterranean climate, no inheritance tax, no CGT, low income tax (Category 2 residents pay just £44,000/year regardless of income), a safe English-speaking community, and strong healthcare via the GHA. The Gibraltar Old Age Pension (contributory) provides a weekly state pension for qualifying residents. UK nationals who retire to Gibraltar retain entitlement to their UK State Pension alongside any Gibraltar pension. There is no dedicated "retirement visa" — UK nationals simply reside; non-UK nationals require appropriate residency permission. Category 2 HNWI status is the premium option for wealthy retirees.
State Pension
The Gibraltar Old Age Pension is a contributory pension paid by the Gibraltar Social Insurance Office (SIO). It is funded by employee and employer social insurance contributions during working life. The pension is based on the number of qualifying years (years of Gibraltar social insurance contributions). UK NI contribution years count towards Gibraltar qualifying years under the reciprocal UK-Gibraltar arrangement — a significant benefit for UK nationals retiring in Gibraltar.
Pensionable age: 60 for women and 65 for men (the "working life" runs from age 20 to pensionable age). The Gibraltar government has begun a process of equalising pension ages — check the Social Insurance Office for current equalisation schedule. Early pension before pensionable age is not available under the standard scheme.
For a minimum (reduced) pension: men require a minimum of 585 social insurance contributions; women require 520 contributions. For the full pension: men require 2,250 social insurance contributions (equivalent to a full 45-year working life); women require 2,000 contributions (equivalent to a full 40-year working life). A proportionally reduced pension is payable between the minimum and full contribution thresholds.
Contact the Gibraltar Social Insurance Office (SIO) for a pension statement (Europort, Gibraltar; Tel: +350 200 79904). Your contribution record shows the number of qualifying contributions paid. Full pension rate: £571.15/month (maximum, 2025/2026). Minimum pension: £148.30/month. The amount payable is proportional to contributions paid relative to the full qualifying total.
The Gibraltar Old Age Pension can be paid to beneficiaries living outside Gibraltar. Provide the SIO with a foreign bank account (IBAN/SWIFT) or keep a Gibraltar bank account for payment. The pension is paid in GIP (equivalent to GBP). Under the UK-Gibraltar reciprocal agreement, the pension is "uprated" (increased annually) for recipients living in the UK — confirm with SIO for your destination country.
Pension Contribution Refund on Leaving Gibraltar
Unlike some countries, Gibraltar social insurance contributions are NOT generally refundable on departure. Contributors who leave Gibraltar before reaching pension age retain their accumulated qualifying years as a preserved entitlement — the pension is paid from age 65 regardless of current country of residence.

Although contributions are not refundable, the preserved pension entitlement is genuinely valuable — even a small number of qualifying years provides a weekly income from age 65. Combined with UK state pension, Gibraltar residents who worked in both territories can receive two state pensions.
International Totalization Agreements
Gibraltar and the UK have a bilateral social insurance reciprocal arrangement. UK NI contribution years count towards Gibraltar's 30-year qualifying period for the full Gibraltar pension. Gibraltar SIO contribution years count towards UK State Pension qualifying years (35 years for full UK State Pension from 2016). This is the most important bilateral arrangement affecting Gibraltar expats. Gibraltar has NO totalization agreement with EU member states, the USA, Canada, or Australia. Expats from non-UK countries must accumulate all 30 qualifying years in Gibraltar itself to receive a full Gibraltar pension.

Early Retirement Options
There is no formal early retirement framework in Gibraltar equivalent to FIRE (Financial Independence Retire Early) via the state system — the Gibraltar pension is paid from age 65 only. For early retirement: (1) Category 2 HNWI residence is available to wealthy individuals of any age — no minimum age requirement. Many high-earning crypto entrepreneurs and finance professionals retire in their 40s to Gibraltar on Category 2 status. (2) Self-funded retirement on savings/investments — Gibraltar's no-CGT and no-IHT environment makes it ideal for managing an investment portfolio. (3) UK nationals can access private pension pots from age 57 (from 2028) under UK pension rules, regardless of residence.
Pension Gap Warning
The most common pension risk for expats in Gibraltar is the UK state pension gap. If you left the UK to work in Gibraltar and did not make UK Class 2 voluntary NI contributions, you may have gaps in your UK NI record. 35 qualifying years are required for the full UK New State Pension (£241.30/week from April 2026). Each missing year reduces the pension by approximately £6.89/week (£241.30 ÷ 35). Action: (1) Check your UK NI record at gov.uk/check-state-pension. (2) Pay voluntary Class 2 or Class 3 NI contributions for any gap years — Class 2 at the lower rate is available if you were self-employed before going abroad, and is the best-value pension top-up available to eligible UK expats. (3) Gibraltar SIO years may count towards your UK qualifying years — verify with HMRC. (4) The Gibraltar full pension (£571.15/month) combined with a full UK New State Pension (£241.30/week) can provide a comfortable combined income — but only if both full qualifying records are achieved.
