Gibraltar operates a compact but effective social insurance system funded by employee and employer contributions. The main pillars are: the Old Age Pension, unemployment benefit, sickness benefit, and industrial injury benefit. Contributions are low by European standards — 10% (employee) and 20% (employer) of insurable earnings up to a weekly ceiling. The Gibraltar Social Insurance Office (SIO) administers the system. Expats working in Gibraltar are enrolled automatically on employment. UK National Insurance contributions and Gibraltar social insurance contributions are mutually recognised under a reciprocal arrangement — critical for protecting UK state pension entitlement while working in Gibraltar.

Gibraltar Social Insurance Number
Your employer registers you with the Gibraltar Social Insurance Office (SIO) when you begin employment. The SIO issues your social insurance number, which appears on your payslip. If you are self-employed, register directly with the SIO at Europort, Gibraltar. You will need your passport, a copy of your employment contract or self-employment evidence, and your Gibraltar residential address. Processing: 1–2 weeks.

Old Age Pension
Gibraltar Old Age Pension
Contributory state pension paid to eligible residents upon reaching pension age. Based on National Insurance contribution record. Supplemented by the UK state pension for those with UK NI contributions (under reciprocal arrangement).
Must have a minimum of 10 qualifying years of Gibraltar social insurance contributions. Full pension requires 30 qualifying years. Pension age: 65 for both men and women. UK NI contribution years can count towards the Gibraltar qualifying year requirement under the UK-Gibraltar reciprocal agreement.
Apply to the Gibraltar Social Insurance Office (SIO), Europort, 3 months before reaching pension age. Bring contribution history, passport, and bank details for payment. Processing: 4–8 weeks.
Unemployment Benefit
Gibraltar Unemployment Benefit
Contributory benefit for workers who lose employment through no fault of their own. Must be actively seeking work and registered with the Gibraltar Employment Agency (GEA).
Must have paid Gibraltar social insurance contributions for at least 26 weeks in the previous 52 weeks. Must register as unemployed at the GEA within 3 days of job loss. Must be genuinely available for and actively seeking work. Voluntary resignation triggers a disqualification period.
Register as unemployed at the Gibraltar Employment Agency (GEA), Unit 78 Neptune House, Marina Bay. Bring NI number, last payslip, and P45 or termination letter from employer. Claim form: available at GEA. Payment weekly.
Sickness Benefit
Gibraltar Sickness Benefit
Weekly income replacement for employees unable to work due to illness or injury. Employer pays full salary for the first week; SIO pays from day 8 onwards.
Must have at least 26 weeks of social insurance contributions in the previous 52 weeks. Must obtain a sick note (medical certificate) from a GHA-registered doctor. Submit to employer and the SIO.
Obtain a sick note from your GP at the GHA or private clinic. Submit the sick note to your employer (first week covered by employer). From week 2, submit the sick note to the Gibraltar SIO for weekly benefit payments.
Maternity Allowance
Gibraltar Maternity Allowance
Income replacement for mothers who take statutory maternity leave before and after birth. Paid by the employer (with reimbursement from SIO) or directly by SIO for self-employed mothers.
Must have worked and paid Gibraltar social insurance contributions for at least 26 weeks in the 66 weeks before the baby's due date. Maternity leave entitlement: 14 weeks minimum under Gibraltar law, with SIO payment for 14 weeks.
Notify employer at least 15 weeks before expected due date. Employer processes MATB1 form. SIO reimburses the employer. Self-employed mothers apply directly to SIO.
Industrial Injury Benefit
Industrial Injuries Benefit
Benefit for workers who are injured or contract a disease as a result of their employment in Gibraltar. Covers medical expenses, loss of earnings, and disability pension if applicable.
Must be a Gibraltar social insurance contributor who suffers an accident at work or a prescribed industrial disease. Employer must report the accident to the Department of Labour and Social Insurance within 3 days.
Report accident to employer immediately. Employer reports to Department of Labour. Apply to SIO with medical evidence of injury and employer's accident report.
Social Assistance (Income Support)
Income Support / Social Assistance
Means-tested safety net benefit for Gibraltar residents who have no income or insufficient income to meet basic living costs. Not contributory — based on need.
Must be ordinarily resident in Gibraltar (minimum 5 years typically required for non-Gibraltarians). Cannot have savings or assets above the threshold. Must be actively seeking employment if of working age.
Apply at the Department of Social Services, 3 Library Gardens, Gibraltar. Bring proof of identity, residence, household composition, and income/assets.
Contribution Overview
Gibraltar social insurance contributions (2026): Employee: 10% of insurable earnings per week. Employer: 20% of insurable earnings per week. Weekly insurable earnings ceiling: £617.59 (2026), giving a maximum weekly employee contribution of £61.76 and maximum employer contribution of £123.52. Self-employed persons pay both shares (30% total) on net assessable earnings. Contributions are paid weekly and administered via PAYE payroll for employed workers. The SIO collects contributions via payroll deduction — employers remit monthly.
International Social Security Agreements
Gibraltar and the UK have a bilateral social insurance reciprocal arrangement — UK National Insurance contribution years are credited towards Gibraltar pension entitlement (and vice versa) to avoid double contributions and protect pension rights. This is critically important: expats who move from the UK to Gibraltar should verify their UK NI contribution record with HMRC, and note that voluntary Class 2 NI for periods abroad was abolished from 6 April 2026; while working in Gibraltar, UK NI qualifying years accrue via the reciprocal arrangement so separate voluntary contributions are generally not needed during Gibraltar employment. Gibraltar has NO totalization agreements with EU member states, USA, Canada, or Australia — expats from these countries accumulate only Gibraltar pension years while working in Gibraltar.
